MINUTES <br />CITY COUNCIL <br />SEPTEMBER S, 1999 <br />Morelan suggested that another alternative might be to purchase the <br />equipment necessary to pull water from the lake. Morelan felt that the <br />Fire Chief and Fire Marshal should comment on the options. <br />Scalze sug~ested that she was not in favor of the purchase of this <br />equipment, but suggested that renting it for a period of time might be an <br />option. <br />Len Pratt reported that he has been meeting with the Cities of Vadnais <br />Heights and Little Canada, and reported that mutual fire aid between the <br />cities has been discussed and appears to work well. Pratt estimated the <br />cost of installing residential sprinkler systems would be in the range of <br />$6,000 to $10,000 per home. This cost in addition to the cost of wells and <br />a trunk water line would be cost prohibitive. Pratt pointed out that there <br />are hydrants for the Mitchell Preserve development on top of the hill <br />adjacent to this plat. It may be possible for the Fire Department to run <br />hose from these hydrants. While this might not be an ideal situation, it <br />may be an interim solution. Pratt reported that the City of Vadnais <br />Heights has completed pressure testing of this water main and it passed the <br />test. Vadnais Heights is now requiring that the water main be looped back <br />into the system through the installation of an additional line in the same <br />trench. This additional piping will cost approximately $10,000. <br />Pratt reported that Vadnais Heights is completing their study of their water <br />system and have indicated the need to provide city water to the Five Star <br />Mobile Home Park. Once the water main is extended to Twin Lake Pines, <br />it will continue on to serve the mobile home park. <br />Pratt reported that he is here to cooperate and will put in the water lines <br />required. However, he would like to begin construction on the Twin Lake <br />Pines project this fall. <br />Pratt again suggested that sprinkling the new houses would be cost <br />prohibitive. He indicated that he is present this evening to submit his <br />Letter of Credit and deposit, and would like to begin construction <br />With regard to the 12-foot trail provided for by the development <br />agreement, Pratt presented an alternative with would run down the Twin <br />Lake Pines cul-de-sac and into the Vadnais Heights park area. Pratt <br />pointed out that to put a 12-foot shoulder along Vadnais Blvd. would be <br />very expensive due to soil conditions and would also eliminate a large <br />section of trees. Pratt felt the other option was more reasonable and <br />provided a better neighborhood to neighborhood connection. <br />Fahey asked if the Parks and Recreation Commission has reviewed this <br />
