MINUTES <br />CITY COUNCIL <br />SEPTEMBER 8, 1999 <br />option, and, if not, suggested that input was required from them. <br />Scalze asked about the 12-foot trail width proposed along Vadnais Blvd <br />The City Administrator reported that the trail width would match and <br />connect to the existing trail on Vadnais Blvd. The Administrator indicated <br />that he was not sure if the trail or the easement was 12-feet wide. <br />Therefore, he put the extreme in the deve(opment a~reement at this point. <br />Morelan suggested that the easement was 12-feet wide. <br />Scalze stated that if she bought a home in Twin Lake Pines, she would not <br />want a trail going by her house. Pedersen pointed out that people buying a <br />house in Twin Lake Pines would know about the trail prior to buying their <br />house. <br />Scalze felt the trail along the cul-de-sac was not the best location and <br />suggested that the City of Vadnais Heights may not want the trail in this <br />location. <br />Pratt suggested that the Council Members visit the site to get a feel for the <br />area and the preferred trail location. <br />Morelan felt that new option was a good idea and would be of more <br />benefit to Little Canada residents than a trail on Vadnais Blvd. <br />Scalze pointed out that the trail along the cul-de-sac will cause people to <br />spill over into Outlot A. Pedersen suggested that the trail will be used <br />mainly by people living in the area. <br />Fahey and Morelan agreed that a 12-foot wide trail along Vadnais Blvd. <br />was too wide. <br />Pratt pointed out that he is paying the City park dedication fees as part of <br />building permit applications, and the trail requirements is one imposed by <br />the City of Vadnais Heights. <br />Scalze pointed out that the existing trail easement is alon~ Vadnais Bivd., <br />and she was not sure the people in Vadnais Heights would accept the trail <br />running down the cul-de-sac. <br />Pratt asked the Council to consider alternatives given the environmental <br />impact a traii along Vadnais Blvd. would have. Pratt felt his proposal <br />provided a meaningful connection to the park in Vadnais Heights. <br />Morelan su~gested that he would not be opposed to modifyin~ the <br />
