MINUTES
CITY COUNCIL
OCTOB~R 13,1999
in the chain-link fence. However, wood slats would be an option.
Fahey pointed out that this is an industrial area and suggested that
screening with a slatted chain-link fence should be an option.
The Zoning Administrator reported that a chain-link fence with slats is
allowed for screening in the I-1 District. Screening in the Public DistricY
must be a wood fence or with landscaping. These requirements have been
upheld for all the CUP's which have come before the Council over the last
few months.
Fahey suggested that the City Garage is in an industrial area and the
standards for the I-1 District should be applied. Scalze pointed out that if
the standards for the Public District are changed to accommodate the City
Garage, those same standards will have to be applied to all the Public
property in the City.
Fahey pointed out that this is a maintenance garage. Vehicles are moved
in and out all day long. A wooden fence would not be practical.
The Zoning Administrator pointed out that the City Garage is adjacent to a
PUD Zoning District as well as a residential use.
Fahey suggested there was a need to look at the long-term impact of the
use of this property on adjacent property owners. He pointed out that this
facility will stay a City Garage. Fahey suggested that the ordinance
should be amended again to accommodate the needs for a municipal
maintenance facility.
The City Administrator suggested that chain-link with slats could be
allowed by Conditional Use Permit. This would allow Council review if
similar requests are made for properties zoned Public.
The Director pointed out that given the narrowness of the City Garage
property, he is unable to screen the wood chip pile that is maintained at the
Garage for City residents. The Director reported that there is a large
demand for the chips.
Fahey suggested that the narrowness of the property may justify granting a
variance from the screening requirements. Scalze pointed out that the City
Garage performs services for the good of the community as a whole.
There are certain services that residents benefit from, and Scalze
suggested language modifying the ordinance to accommodate these types
of services.
