MINUTES <br />CITY COUNCIL <br />OCTOBER 20,1999 <br />assessing residential property for 85% of the cost of a typical residential <br />street. That is an 8/3 section and 30-foot street width. The Engineer noted <br />that Viking Drive was improved at 32 feet wide with the cost of the <br />additional width bein~ paid by the City. <br />The Engineer further explained that the City's street assessment rate is <br />capped at $45.00 per front foot, while the watermain cost is capped at <br />$4,935.00 which is the 1994 water main rate of $4,400 adjusted by the <br />CPI. <br />Steve Brausen, 465 Viking Drive, reported that he was previously <br />informed that assessments would be capped at $9,OOQ and reported that he <br />has a letter to that effect. <br />The City Administrator reported that earlier this year at a nei~hborhood <br />meeting examples were presented showing what an assessment might be <br />for Viking Drive. One example for a 100-foot lot would generate an <br />assessment at approximately $9,000. No other information available in <br />the City's files made reference to a maximum assessment of $9,000. All <br />previous roles indicated same assessments except for increase of $35.00 <br />for water main. The City Administrator said if they have information to <br />the contrary, we would be happy to review it with them. <br />Roland L'Allier expressed concern that his assessment is almost $19,000. <br />The City Administrator pointed out that Mr. L'Allier has 190,45 feet of <br />frontage and the potential to subdivide his property. Mr. L'Allier is <br />eligible for a development deferral for one water main assessment as well <br />as 65.45 feet of frontage for the street assessment. <br />The City Administrator explained the cap in place for water main is <br />$4,935.00 ($4,400 1994 rate adjusted by CPI), and $45.00 per front foot <br />for street improvement. The Administrator pointed out that the actual per <br />front foot cost for the street was $56.44. The Administrator also explained <br />that property owners are assessed on actual front footage up to a maximum <br />of 125 feet for a single-family lot. However, the L'Allier property is <br />190.45 feet which has the potential to be subdivided. Therefore, Mr. <br />L'Allier's property would be assessed on actual front footage, plus two <br />water main assessments. Again, the development deferral option for the <br />L'Allier property was explained. It was noted that interest does accrue on <br />a development deferral. <br />Brausen again indicated the information he was given previously about the <br />$9,000 assessment cap. <br />
