MINUTES <br />CITY COUNCIL <br />NOVEMBER 22, 1999 <br />Scalze provided an "E" ranking commenting on the Administrator's <br />retention of several staff members as well as low employee turnover rate. <br />She suggested that the outstanding Assignment List be distributed. <br />LaValle ranked the Administrator at "E" and noted that he has excellent <br />skills in dealing with the general public as well as business owners and <br />developers. Pedersen gave an "E" ranking commenting that no one has <br />called him to complain in the past twelve months. <br />Council next reviewed "FiscalBusiness ManagemenY'. Morelan rated this <br />area at "E" noting that the Administrator is thorou~h and effective in the <br />preparation and management of the annual budget. He is always pursuing <br />cost effective measures. Morelan noted that the 1998 budget year finished <br />with a surplus without increasin~ the net levy. He commended the <br />Administrator for his guidance and support of the Debt Levy Reduction <br />Committee. <br />Scalze rated this area at "E" notin~ that the City Administrator is always <br />providing new ideas as part of the budget process. She indicated that since <br />the budgets for General Capital Improvements, for example, if a five-year <br />budget, that there should be more involvement on the part of the Council <br />in the planning process. Scalze stated that she did not like to see the <br />Public Works Garage land purchase included in this budget without prior <br />discussion by the Council. <br />LaValle provided an "E" rating, as did Pedersen. Fahey ranked the <br />Administrator as "E° noting that he has assembled a competent and <br />professional in-house staff that performs most of our financial accounting <br />functions in a very cost-effective manner. He noted that the Administrator <br />is fiscally conservative and a superb financial manager of the City's <br />resources. <br />The Council rated the Administrator's "Program Development and <br />Follow-Through". Scalze ranted him at "M" and asked to see the <br />compiled Assignment Listings. She commended his involvement in the <br />Ramsey County League of Locai Governments feeling this will enhance <br />his knowledge of other cities' programs and procedures. Scalze stated that <br />she liked the newly formed Cable TV internal committee. <br />LaValle ranked the Administrator at "E". Pedersen provided an "E" <br />ranking and questioned the long-term impact of the work in Ryan <br />Industrial Park. Pedersen was unsure if there were adequate monitoring <br />procedures in place. <br />
