MINUTES <br />CITY COUNCIL <br />NOVEMBER 22, 1999 <br />The City Administrator commented that recently there have been few <br />problems with follow-through noting the use of the computer's come-up <br />system for monitoring deadlines. The Administrator also noted that the <br />key to Ryan Industria( Park will be in having code enforcement staff in <br />place to ensure that follow-through is completed. <br />Fahey ranked the Administrator at "E" in this area indicating that he is <br />satisfied that our staff reviews the programs and services necessary and <br />adjusts them to meet citizen needs. He indicated that he is not aware of all <br />the measurables in place to gauge our effectiveness, but encouraged <br />continuing benchmarking with other cities and the use of surveys to <br />measure customer satisfaction. Fahey raised concerns with the fastpitch <br />pro~ram and encouraged that the recreation staff work to meet both the <br />needs of kids and coaches in providing a competitive program. <br />Morelan ranked the Administrator at "E" and commented that Joel's <br />performance in this area is directly influenced by the amount of resources <br />authorized by the Council. Morelan felt he maximizes the limited <br />resources at his disposal. He also noted that monitoring procedures and <br />measurable outcomes have not been given high priority by the Council. <br />Morelan suggested a stronger effort to finalize the street lighting policy, <br />sump pump inspection program, and manufactured home parks emergency <br />evacuation plans. Morelan felt the Administrator has done a good job of <br />implementing and following through with the Y2K action plan. <br />Council discussed the Administrator's "Relationship with <br />Mayor/CounciP'. LaValle ranked the Administrator at `B" and indicated <br />that he is always kept well informed. Pedersen provided an "E" ranking <br />and stated that the Administrator is always available when needed. <br />Fahey ranked the Administrator at "E" and stated that he models open and <br />honest communications and encourages the team to do the same. Fahey <br />commented on the Administrator's excellent verbal and written <br />communications skills as well as his sensitivity to citizen's concerns. <br />Fahey felt the Administrator did an outstanding job of keeping the Council <br />informed. <br />Morelan provided an "E" ranking. He commented that the Administrator <br />has maintained an excellent relationship with the Council and carries out <br />his responsibilities in an exemplary fashion exceeding all performance <br />standards listed on the evaluation form. Morelan requested more frequent <br />and timely information updates. He also commented that consultant's <br />reports have improved over the past 12 months. <br />
