MINUTES <br />CITY COUNCIL <br />NOVEMBER 22, 1999 <br />Scalze ranked the Administrator at "E" and commended him on his good <br />verbal and written communication. Scalze felt the Administrator made the <br />Council's job much easier. <br />Council ranked "Lon~ Range Planning". Pedersen provided an "E" <br />ranking and commended the Administrator on the Capital Improvement <br />Budget and the City's good bond rating. Fahey ranked this area at "M" <br />and indicated that he felt a periodic review of lon~;-term goals was all that <br />was necessary <br />Morelan ranked this area as "E" and commented that the Administrator <br />has done an excellent job of identifying and implementin~ strategic long <br />range plannin~. The Administrator has had his staff focus on goals <br />established by the Council. He su~gested more effort should be directed <br />toward completion of the Comprehensive Plan, and felt another goal- <br />setting session should be scheduled for 2000. Morelan felt one of the <br />focuses of this session should be the redevelopment of the Rice <br />Street/Little Canada Road area. The Administrator reported that he is <br />discussing the marketin~ of this property with a number of realtors, and <br />will have additional information for the Council's consideration in the <br />near future. Morelan also commended the Administrator for significant <br />pro~ress on many of the goals established at the 1998 Goal Setting <br />Session. <br />Scalze provided an "M" ranking suggesting that more Council input could <br />be used in this area. Scalze felt an informal, long-range planning <br />workshop of the Council and the City Administrator would be good. She <br />commended the Administrator for his work with the Debt Levy Reduction <br />Committee. LaValle provided an "E" ranking and commented on the <br />Administrator's suggestion that the use of ventilation for dealing with the <br />contaminated soils on the property at Rice and Little Canada Road. <br />Council rated the Administrator with regard to "Relationship with <br />Public/Public Relations". Fahey provided an "E" rating and stated that the <br />Administrator and staff are superb at managing public relations issues. He <br />commended the Administrator for his use of neighborhood meetings as <br />well as "open door" practice that contribute to a positive problem-solving <br />environment. Fahey also commented that the use of the Debt Levy <br />Reduction Committee was a great way to involve the public in a <br />meaningful way. <br />Morelan provided an "E" ranking and commented that the Administrator <br />maintains an excellent relationship without almost all ofthe City's <br />stakeholders. He su~gested more proactive contact with the public <br />
