He commended the Administrator for his handling of <br />a citizen's complaint regarding access to public data. <br />Scalze ranked the Administrator at "E", and noted that he does a good job <br />with the media. She also commended the Administrator for the City's <br />newsletters. LaValle provided an "E" rankin~ notin~ that feedback from <br />the public is excellent. Pedersen ranked the Administrator at "E" and <br />noted that he keeps hearing positive comments from the public re(ative to <br />customer service. <br />Council ranked "Intergovernmental Relations" with Morelan providing an <br />"E" ranking. Morelan noted that several of the Administrator's peers <br />recognize Joel as a leader in his field. He suggested that it would be <br />desirable to strengthen the City's relationship with Vadnais Heights and <br />specifically to finalize the joint powers agreement relative to the Twin <br />Lake Pines development. <br />Scalze ranked the Administrator at "M", and commended him for the job <br />he does with the Ramsey County Sheriff's Department. She felt RCLLG <br />involvement will be helpful to the Administrator. LaValle provided an <br />ranking of "M" and indicated that he has concerns with the Sheriff"s <br />Department and their accountability. The Administrator indicated that one <br />ofthe suggestions ofthe Sheriffls group which meets monthly is that <br />elected officials be brought in on an annual basis so that concerns can be <br />shared. <br />Pedersen provided an "M" rankin~. Fahey ranked this area at "M" and <br />stated that it is not as high a priority as other areas where the <br />Administrator excels. <br />The Council ranked "Professional/Personal DevelopmenP'. Scalze <br />provided an "M" ranking and commented that the Administrator is <br />efficient in his verbal communication and not abrupt. She felt the staff <br />works together smoothly. LaValle provided an "E" ranking and noted that <br />it appears staff respects the Administrator's leadership. Pedersen provided <br />an "E" ranking and commended the Administrator for his business <br />retention efforts, specifically C.I. Title, as well as the Goodyear Tire <br />development. <br />Fahey ranked the Administrator at "E" and noted that he operates with a <br />high degree of personal inte~rity and professionalism. He is a gentleman <br />under the worst of circumstances and models cool behavior. <br />Morelan provided a"E" ranking and commented that this is the area of <br />responsibility that the Administrator performs best at.
