MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 1999 <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) Scalze, Morelan, Pedersen, LaValle, Fahey. <br />Nays (0). Resolution declared adopted. <br />ESTABLISH Fahey opened the public hearing to consider an amendment to the <br />B-I ZONING Zoning Code establishin~ a Business Industrial (B-I) Zoning District. <br />DISTRICT Fahey noted that the Planning Commission recommended approval subject <br />to the District including similar building material requirements as are <br />provided for in the Industrial Park (I-P) District. <br />Charles Bartholie, attorney representing the McCumber's, appeared before <br />the Council and reported that there are no building material requirements <br />under the BW or I-I Zoning Districts. Bartholie reviewed the buildin~ <br />material requirements provided for in the I-P District and noted that stucco <br />is excluded. He requested that any building material requirements for the <br />B-I District include en~ineered steel buildin~s given that the McCumber <br />building is such a structure. He also requested that wood frame buildings <br />with wood exteriors or vinyl or masonry siding be allowed pointing out <br />that this would fit the character of the surroundin~ residential areas. His <br />third request was that stucco be a permitted material given that the Buetow <br />business that of a stucco contractor. <br />Bartholie noted the language in the building materials section of the I-P <br />District under Item D, 3., 4., and 5. Bartholie felt that this language was <br />vague and should not be included in the B-I District. <br />The City Planner reported that the Planning Commission discussed <br />whether or not any additional building materials standards should be <br />included, and their recommendation was to incorporate the standards <br />contained in the I-P District. The Planner reported that up to 25% stucco <br />as well as some other materials are allowed by Conditional Use Permit. It <br />was noted that the Planning Commission voted 4 to 3 in favor of <br />establishing the B-I District, and the split vote was due to the provision to <br />include the building material standards in the I-P District. <br />Fahey indicated that he was intrigued by the suggestion to include wood <br />buildings and residential-type finishes in the B-I District, and felt this <br />suggestion made sense given the surrounding residential uses. <br />Scalze su~gested that wood or stucco could be allowed building materials <br />if the building itself had a residential appearance. She noted that this was <br />a requirement for the commercial buildings at the corner of Rice Street <br />
