MINUTES <br />CITY COUNCIL <br />JULY 99 2025 <br />• Call for a Joint City Council and Parks Commission Workshop on October 2, 2025, at <br />6:30 p.m. <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />CONTINUATION: CONSIDER A SPECIAL HOME OCCUPATION PERMIT FOR 2612 <br />EDGERTON STREET <br />The Community Development Director provided brief background information on the request, which <br />is a continuation of the discussion from the last meeting. He highlighted some of the questions that <br />arose from the last meeting, the five deviations requested by the applicant, additional items for Council <br />discussion, and recommended conditions should the Council support the request. <br />Mayor Fischer commented that they did allow public comments at the last meeting, and he would <br />provide another opportunity for people to speak if they did not speak at the last meeting or have new <br />information to add. <br />Guiterrez asked if there had been proper public notice of a public hearing at this meeting. The City <br />Attorney stated that the public hearing required for the permit has been satisfied, and the Council has <br />the ability to allow for additional public comment. She stated that public notice is not required for this <br />meeting. <br />Lindsey Beste, 2560 Edgerton, commented that she likes seeing the rowers and is a previous member <br />of a rowing team in college. She noted that there have been multiple instances where they have been <br />on their boat, stopped on the lake, and had to quickly move because a rower was about to hit them. <br />Jennifer Mary, Farmington resident, commented that they drive up five days per week for her daughter <br />to row with this club. She stated that they chose this club because they encouraged her daughter to <br />come and try something new, and it has been an amazing experience. She stated that her daughter has <br />now received a scholarship for college through rowing. She stated that this experience has allowed her <br />to see what sports can do for children to continue their education. <br />Melanie Stevenson, 497 Schletty Drive, stated that she is a pedestrian and is not impacted by the lake <br />activity. She stated that the bike lane parking has been a concern, but noted that has been addressed. <br />She asked if there could be additional signage at the crosswalk for Little Canada Road and Edgerton <br />because of the increased traffic, as kids are coming and going from their rowing class. <br />Carlie Buzzel, Mendota Heights, commented that she has been rowing for three years on the team and <br />is thankful to have the opportunity. She commented that she has had the opportunity to win medals <br />and now thinks about where she would like to go to college. She commented on the unique <br />opportunity that is provided to the team to be coached by volunteers with so much experience. She <br />stated that waking up early to row six days per week, all summer long, is a level of dedication that <br />IQ <br />
