STAFF REPORT <br />TO:Mayor Fischer and Members of City Council <br />FROM:Sam Magureanu, Finance Director <br />DATE:June 23, 2025 <br />RE:Redesignate the Authority to Make Electronic Funds Transfers <br />BACKGROUND: <br />Pursuant to State Statute 471.38, subd. 3 et seq, the City Council delegates the authority to make <br />electronic funds transfers each year. Based upon past practice as well as current practice, the City <br />Administrator and Finance Director are the individuals be designated to make electronic funds <br />transfers for the city. In December 2024, Finance Director Samuel Magureanu and previous City <br />Administrator Chris Heineman were designated. <br />City staff is recommending that Chris Heineman be removed and new City Administrator Bryce <br />Shearen be designated to make electronic funds transfers. <br />FISCAL IMPACT: <br />Designation of the authority to make electronic funds transfers helps to ensure compliance with <br />MN State Statute. <br />REQUESTED ACTION: <br />Make a motion to immediately remove Chris Heineman’s authority and designate Bryce Shearen <br />the authority to make electronic funds transfers beginning on June 30, 2025. <br />ATTACHMENTS: <br />1)Resolution to Designate the Authority to Make Electronic Funds Transfers.
