June 5, 2025 <br /> <br /> <br />Ben Harrington, AICP <br />Community Development Director <br />City of Little Canada <br /> <br /> <br />RE: 2612 Edgerton Street Special Home Occupation Permit Application <br /> <br />Ben, <br /> <br />I’m writing as a concerned and frustrated homeowner to strongly oppose the Special Home <br />Occupation Permit application submitted by the residents of 2612 Edgerton Street, who are <br />operating the Lake Phalen Rowing business out of their home. I live in close proximity and <br />have experienced flrsthand the negative impact this commercial activity has had on our <br />neighborhood and Lake Gervais. Furthermore, it has diminished our quality of life at our <br />residence. <br />City ordinances and zoning regulations were put in place for a reason, and these requests <br />deviate so far from the original intent of the ordinances and are so unreasonable, they’re <br />trying to legalize the exact behavior and activity the ordinances were intended to prohibit. <br />Since they moved in during summer of 2024, this rowing business has been a daily <br />nuisance to neighbors, lake users, and homeowners for several reasons. <br /> <br />1) Illegal parking on Edgerton Street has created a burden onto nearby neighbors by <br />obstructing traffic, creating risk and dangerous situations for bikers, walkers, and <br />immediate neighbors leaving their own driveways. It is my understanding that <br />several people have spoken to the Ramsey County Sheriff regarding this issue, and <br />speciflcally one biker was almost struck by a passing car. <br /> <br />2) Each day the rowing business uses an amplifled megaphone from the chase boats <br />to communicate instructions to the rowers in the water that I consider a public <br />nuisance.
