sitting at a track or swim meet, against your will, many hours per day. It’s nonstop
and is heard from inside and anywhere outside of your house. We have heard the
coaches use profanity such as, “F*cking row!!!”, and other derogatory phrases like
“The girls row better than you!” This gets echoed across the entire lake when using
the megaphone. I am aware of at least one instance that the Sheriff asked them to
discontinue use of the megaphone the week of May 12th (as I spoke with law
enforcement on May 14th and he said this discussion would take place). As of May
31st, the megaphone was still in use.

I’ve lived here for 19 years, and we’ve never had an issue like this. It’s unbearable to
hear this noise, constantly. On days I travel into my place of work, I see a dozen
boats or more (sometimes 15-16) occupying the entire lake and hear rowing
commands through the megaphone. Those same days returning home in the
afternoon/evening, I see and hear the same thing. Weekends are no different. It
has degraded my experience of living on the lake and feels like constant
harassment. It’s a growing fiourishing rowing business that brings daily unwanted
business level traffic and activity to the water and neighborhood. This is exactly
what the zoning ordinances are designed to prohibit. Last year, the rowing activity
ended just a few days before the ice came in early December and began again
within a few days of ice out which occurred in early April- roughly 8+ months of the
year there was rowing activity multiple times per day.

3) The exterior storage of 14 row boats (many of them multi-person up to 4 people),
piles of oars, launching platform, and 2 chase boats is overwhelming and
unfavorable to look at. It takes up a large portion of their backyard and is a clear
violation of the city ordinance being for commercial use.

4) I also am concerned that this application grossly understates the scale of activity, in
addition to managing the business’ intent to grow.

Unless they are at a competition, the number of rowing affiliated people that gather
on the property at once I estimate to be at least 25-30 per session. This happens
several times per day.

Their social media (websites, Facebook & Instagram posts) show clear intentions to
expand with programs for youths, adults, and dryland clinics. The Star Tribune
article dated September 15, 2024 quotes them saying, “the program is open to any
young person in the metro area…”
