<br />Ramsey County | Multi-Jurisdiction Hazard Mitigation Plan 21 <br />conditioning, medical care, and quality foods, and are also least able to obtain information related to <br />extreme event risks and adaptation strategies. <br />In Ramsey County: <br />• The hospitalization rate for asthma among residents is 7.7 per 10,000, but among youth ages 5 <br />to 19, the asthma hospitalization rate is much higher at 15.4 per 10,000. Asthma hospitalization <br />rates for children living in the Twin Cities metropolitan area are 67% higher than for children <br />living in Greater Minnesota. <br />• In 2016, the rate of death from diabetes in the county was 20.8 per 100,000. In a 2014 metro <br />survey, 13.9 percent of those from lower income households were diagnosed with diabetes, <br />compared to 5.4 percent of those from higher income households. That’s an 8.5 percentage <br />point gap between the two income groups. The same survey found that 15.8 percent of those <br />with only a high school education reported being told they had diabetes compared to 4.3 <br />percent of those with bachelor’s degrees. That’s an 11.5 percentage point gap between the <br />groups. <br />• For 2012-2016, the five-year age adjusted rates for stroke deaths in Minnesota was 32.7 per <br />100,000 compared to a Ramsey rate of 39.6 per 100,000. During that same period, the five-year <br />age adjusted rates for heart disease deaths in Minnesota was 116.6 per 100,000 compared to a <br />Ramsey rate of 110. According to a 2014 survey in the Metro area, those with less education or <br />lower income have a much higher risk of coronary heart disease, strokes and heart attacks. <br />Among those with high school education, 12.1% report being diagnosed with heart disease <br />compared to 3.1% of those with a bachelor’s degree. <br />These chronic health conditions can increase the severity of harm experienced during events such as <br />poor air quality from wildfires, extreme heat, or power outages. <br />2.4.6.2 Healthcare Access and Insurance Coverage <br />Access to healthcare is a critical factor in resilience, as individuals without adequate healthcare are less <br />likely to receive the care they need during and after disasters. In Ramsey County: <br />• 5.1% of the population is uninsured. <br />• In Ramsey County in 2014, among adults 25 years or older that take prescription medications, <br />about 10 percent could not afford their prescriptions. <br />2.5 Economy <br />Overall, the county has a stable and diverse economy with public administration, education, healthcare, <br />and manufacturing as foundational pillars. According to the 2023 American Community Survey 1-Year <br />Estimate, the median household income in Ramsey County is $77,812, and the employment rate 67%, <br />with 63.6% working for private sector businesses. In comparison, the median household income for <br />Minnesota is $85,086. <br /> <br />
