She commented that he has many years of public works experience from <br />another city, and brings many other skills. <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-7-117 — APPROVING THE HIRE OF CHARLES LENAS <br />PUBLIC WORDS MAINTENANCE I WORKER, EFFECTIVE AUGUST 4, 2025 <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />APPROVE HIRE OF JOSHUA HIELSBERG AS PUBLIC WORKS MAINTENANCE I <br />WORKER <br />The City Clerk presented the second hiring request for Joshua Hielsberg as a public works employee. <br />She noted his experience with trees and how that could benefit the City. She noted that it is anticipated <br />that Joshua would begin on August 25th <br />Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2025-7-118 — APPROVING THE HIRE OF JOSHUA HEILSBERG AS <br />PUBLIC WORKS MAINTENANCE I WORKER, EFFECTIVE A UGUST 25, 2025 <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (4). Resolution declared adopted. <br />ORDINANCE 920, AMEND FEE SCHEDULE FOR DEVELOPMENT REVIEW, GENERAL <br />CONSTRUCTION, AND CANNABINOID PRODUCT FEES <br />The Community Development Director stated that some minor modifications are proposed for the fee <br />book. He presented an overview of the proposed fees to be added and/or amended. <br />Kwapick asked if the Special Home Occupation Permit is required to be renewed each year. The <br />Community Development Director commented that the permits are reviewed annually, but that can be <br />done administratively. He noted that most home occupations would not fall under this type of permit, <br />as this type of permit is meant for more unique things. <br />Kwapick asked and received confirmation that the $200 renewal fee would apply to all Special Home <br />Occupation Permits. <br />Mayor Fischer commented that the $500 Special Home Occupation Permit fee seems harsh, but also <br />recognized the amount of work that was done for the last review. <br />The Community Development Director confirmed that he will be reviewing the Special Home <br />Occupation Permit section of the Code to better align with the Conditional Use Permit process. <br />Miller acknowledged that costs should align with the cost of services to ensure that the proper party is <br />paying for work related to their request. Mayor Fischer asked if a $500 fee would deter someone from <br />applying. Gutierrez asked if that would dissuade someone from doing the right thing. <br />7 <br />
