MINUTES <br />CITY COUNCIL <br />JULY 239 2025 <br />Kwapick commented that it would align with the process for a Conditional Use Permit or variance, <br />which has the same cost. <br />The Community Development Director stated that the temporary sign permit fee is going to be <br />removed as part of this process. He stated that he would rather people comply than be deterred. He <br />noted that the fee schedule is reviewed each year, and adjustments can be made if desired. <br />The City Clerk noted that there are real costs to the city associated with processing permit and <br />planning requests, such as publication and mailing costs. <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION/ l ' I OPTING ORDINANCE l <br />., AMENDING THE CITY <br />OF LITTLE CANADA SCHEDULE/' DEVELOPMENT <br />- NNA BINOID PR /I UCT FEES, A AD A PPR / VING <br />TION OF A S UMMA R Y ORDINANCE <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />FIVITIT9#0 ► , <br />AUTHORIZE GEOTECHNICAL INVESTIGATION AT FUTURE COMMUNITY BUILDING <br />SITE <br />The City Administrator stated that the Council is asked to authorize the geotechnical investigation at <br />the future community building site. He stated that this information is needed to help inform related <br />decisions. He noted that Phase I will be important in identifying potential contaminants. He noted the <br />Strategic Plan initiatives that this would align with. He commented that these funds were allocated in <br />2024 but were unspent; therefore, the funds are available for this purpose. He noted that typically this <br />would not come before the Council, but because it was planned in 2024, not 2025, it would fall under <br />an unbudgeted expense, and therefore, he wanted to bring it before the Council. He stated that even <br />though funds are available for this purpose, staff are also pursuing grant funds for the project. <br />Gutierrez stated that the city has purchased properties in the past few years and asked if this type of <br />work should be done prior to the purchase of the property. She asked if grants would be available for <br />the City prior to the purchase of a property. The City Administrator confirmed that this should be <br />considered in the future, depending upon the proposed use of the property. <br />Mayor Fischer asked if grants would be available prior to the purchase of a property. The City <br />Administrator commented that staff could look into that. <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2025-7-120 —AUTHORIZING THE GEOTECHNICAL <br />INVESTIGA TION A T THE FUTURE COMMUNITY B UILDING SITE IN THE AMOUNT <br />OF $8, 000 <br />H <br />
