<br /> <br /> STAFF REPORT <br />1 <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the Little Canada City Council <br /> <br />FROM: Ben Harrington, AICP, Community Development Director <br /> <br />DATE: July 23, 2025 <br /> <br />RE: Resolution of Approval - Special Home Occupation Permit – 2612 Edgerton Street Little <br />Canada MN, 55117 <br /> <br />ACTIONS TO BE CONSIDERED <br />Adopt Resolution 2025-7-113 or Resolution 2025-7-113A to related to the approved Special Home <br />Occupation Permit for 2612 Edgerton Street Little Canada, MN 55117. <br /> <br />BACKGROUND <br />At its July 9, 2025, meeting, the City Council approved a Special Home Occupation Permit allowing <br />Lake Phalen Rowing to operate at 2612 Edgerton Street. <br /> <br />As part of that action, the Council made findings of fact and accepted friendly amendments to the <br />proposed conditions of approval. The resolutions presented tonight reflect those findings and revised <br />conditions. <br /> <br />Following the meeting, the applicant requested one additional minor amendment to Condition #5 <br />related to permitted practice times. Specifically, the applicant asked to allow practices on Saturdays <br />from 8:00 AM to 10:00 AM during the school year, enabling sessions to occur outside of peak evening <br />boating hours. This amendment is incorporated in Resolution 2025-7-113A. <br /> <br />Additionally, the City Attorney has advised that formal resolutions are required to document land use <br />approvals like Special Home Occupation Permits. While previous practice relied on meeting minutes <br />to reflect these actions, going forward, the City will adopt standalone resolutions to ensure proper legal <br />documentation and alignment with best practices. <br /> <br />RECOMMENDATION #1 - REVISED CONDITIONS <br />Adopt Resolution 2025-7-113 or Resolution 2025-7-113A related to the approved Special Home <br />Occupation Permit for 2612 Edgerton Street Little Canada, MN 55117. <br />
