1. Site Plan <br />A scaled drawing showing the location and arrangement of all vehicle parking areas, curb <br />cuts, driveways, and walkways shall be submitted for any development, redevelopment, or <br />modification involving parking. Some projects may also require a formal Site Plan Review <br />application, as outlined in Section 917.060. <br />2. Access and Location <br />Parking areas shall have access to a public street. Driveways shall be designed in accordance <br />with Section 915.060. <br />3. Surfacing <br /> All off-street parking, loading, and circulation areas shall be paved in accordance with the <br />definition of "paved" found in Chapter 919. <br />5. Drainage <br /> All parking and paved areas shall be graded and drained in accordance with applicable <br />provisions of this Code, the City’s engineering standards, and any relevant watershed or <br />stormwater management requirements. <br />6. Lighting <br /> Required parking areas for six (6) or more vehicles shall provide average horizontal <br />illumination between 0.4 and 1.0 foot-candle. The average horizontal illumination in all <br />parking ramps shall be 1.0 foot-candle. Lighting on residential properties shall not cast light <br />onto adjacent properties. <br />7. Curb and Gutter <br />For any development except one- to four-unit residential buildings and townhouse residential <br />buildings: <br />a. A MnDOT B-6-12 poured-in-place concrete curb and gutter shall be installed around the <br />perimeter of all parking lots and internal circulation drives, unless the City Engineer <br />determines that curbing would conflict with the site’s surface water management plan. <br />b. Interior islands and peninsulas shall also include concrete curb, unless alternative <br />treatment is approved by the City Engineer as part of a surface water management plan. <br />c. Alternative edge designs that support on-site infiltration may be approved by the City <br />Engineer. <br />8.
