STAFF REPORT <br />TO:Mayor Fischer and Members of the City Council <br />FROM:Laura Linehan, Assistant City Administrator <br />Ben Harrington, Community Development Director <br />DATE:August 13, 2025 <br />RE:Planning Commission Youth Commissioner Appointment <br />ACTION REQUESTED <br />A motion to reappoint Alexis Lum to the Planning Commission for a 1-year term from August <br />13, 2025, to July 31, 2026. <br />BACKGROUND <br />Enhancing Identity and Empowering Community was one of the four strategic directions <br />included back in the city’s 2019 Strategic Plan. One of the strategic initiatives related to this <br />direction was to increase community engagement by adding a youth member to the City <br />Commissions. Therefore, the City Code was amended to allow for a youth commissioner on both <br />the Parks & Recreation Commission and the Planning Commission. <br />Alexis Lum was appointed in December 2022 has served as the Planning Commission youth <br />commissioner since her appointment. Ms. Lum has requested consideration in renewing her <br />appointment. <br />YOUTH COMMISSIONER RECRUITMENT <br />Staff is recommending that Alexis Lum be appointed to the Planning Commission. Ms. Lum has <br />been a Little Canada resident her entire life and has been involved in many different community <br />organizations. She has provided valuable feedback during her time on the Planning Commission. <br />She has an impressive background and serves the community well. <br />The appointment is for a one-year term expiring July 31, 2026. A youth commissioner can serve <br />a maximum of three terms and are eligible if they are age 18 or under and enrolled in high <br />school. <br />STAFF RECOMMENDATION <br />Staff recommends a motion to appoint Alexis Lum to the Planning Commission for a 1-year term <br />from August 13, 2025, to July 31, 2026.
