<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> AUGUST 26, 2009 <br /> The foregoing resolution was duly seconded by McGraw. <br /> Ayes (5). <br /> Nays (0). Resolution declared adopted. <br /> It was the consensus of the Council that a Personnel Policy amendment <br /> should be prepared for their approval allowing the City Administrator to <br /> approve leaves of absence for up to a two week period. That amendment <br /> will be presented to the Council at their September 9, 2009 meeting. <br /> MN DOT "I'he City Administrator reviewed a proposed MN DOT Cooperative <br /> AGREEMENT- Agreement relative to upgrade of the bridge railing on Little Canada <br /> LITTLE Road. The Administrator indicated that there are a couple of issues of <br /> CANADA ROAD concern with the agreement. The f rst relates to standard MN DOT <br /> BRIDGE language and the City Engineer's role in the project. The second is that <br /> RAILING the Agreement puts responsibility for future railing maintenance on the <br /> City. The Administrator pointed out that the railing specification is a <br /> standard MN DOT spec, and it was his position that MN DOT should be <br /> responsible for the railing. These issues will be discussed with MN DOT. <br /> The Administrator further reported that given the lateness of the season, <br /> the project may not get bid until the end of September. Given temperature <br /> criteria, it may not be possible for a contractor to complete the work and <br /> meet a completion date of some time this fall The Administrator felt that <br /> the bid specifications should include an alternate completion date in spring <br /> of 2010. <br /> The Administrator reported that he will bring this matter back to the <br /> Council once the issues are resolved. <br /> ST. JOHN'S Council reviewed the applications submitted by St. John's Church for <br /> CHURCH - a Temporary On-Sale Liquor License and Exempt Gambling Permits <br /> LIQUOR & and found them to be in order. <br /> PERMITS <br /> Mr. Blesener introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2009-8-205 -APPROVING THE TEMPORARY <br /> LIQUOR LICENSE AND EXEMPT GAMBLING PERMITS <br /> REQUESTED BYST.
