The Administrator reported that the City of <br /> Vadnais Heights allows this subject to minimum requirements which he <br /> reviewed. The Administrator pointed out that Vadnais Heights does not <br /> have any proficiency requirements or any educational certifcation <br /> requirements as is required by the MBRB. <br /> Blesener asked what happens to the deer taken by the MBRB. The City <br /> Administrator believes that the deer are donated to the food shelf. He <br /> indicated that if the deer are taken during the normal hwrting season, the <br /> DNR pays for the processing. If a special season hunt is planned, the City <br /> would have to pay $50 to $60 per animal for processing. Blesener asked if <br /> City staff would be needed to take the deer in for processing. The MBRB <br /> would be responsible for that. He also indicated that the MBRB would <br /> have to coordinate their hunt with the Sheriff's Department. The <br /> Administrator noted that the MBRB has been doing these hunts for a <br /> number of years and has a very coordinated system. <br /> Keis asked how many deer the MBRB would take. T'he Administrator <br /> indicated that the hunt would occur over a weekend, and the MBRB would <br /> come in a second time a few weeks later. He anticipated that the number <br /> of deer taken would be small, less than 30. 1'he city could set parameters <br /> as the maximum number to be taken. Keis asked if there would be any <br /> cost to the City. The Administrator reported that if the hunt occurs during <br /> the normal season, the only cost to the City would be in coordination time. <br /> Blesener felt that something needed to be done to help control the deer <br /> population. He indicated that he has received a number of complaints <br /> fiom people. Blesener felt a hunt by the MBRB was the preferable way to <br /> go pointing out the cost of hiring a sharpshooter. Blesener also felt <br /> consideration should be given to allowing hunting by property owners on <br /> their property as well as the combination of sites to achieve the necessary <br /> acreage to hunt. <br /> Keis indicated that he has received no complaints about the deer. He felt <br /> that for this year the City should proceed with the hunt by the MBRB and <br /> see how it goes. Keis stated that he was not ready to consider the hunting <br /> by private property owners and felt some time should be taken to establish <br /> the criteria under which that would be allowed. <br /> The City Administrator felt that the Vadnais Heights' criteria was a good <br /> one. The only outstanding issues relate to schooling and profciency <br /> testing. With regard to the class, the Administrator noted that it is a youth <br /> class, but a lot of adults take it. He further noted that other states require <br /> adults to take this class. Blesener stated that at a minimum the City should <br /> require proficiency testing. <br /> 7 <br /> <br />
