<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> SEPTEMBER 23, 2009 <br /> Montour agreed that administrative fines would be another tool to help the <br /> City in addressing zoning code violations. <br /> The consensus was that the City Attorney should proceed in finalizing the <br /> appropriate documents outlining the administrative fine process. The <br /> Administrator indicated that he would discuss the issue of local ordinance <br /> enforcement with the contracting group and bring back an additional <br /> report to the Council. <br /> RICE STREET/ The Public Works Superintendent reviewed his report dated September 18, <br /> HIGHWAY 36 2009 relative to the Rice Street/Highway 36 reconstruction project. He <br /> INTERCHANC>E noted that the project is moving toward a potential June, 2010 start date. <br /> UPDATE T•unding is key to this project, and the Superintendent outlined the <br /> County's work in seeking funding from a number of sources, and have <br /> some substantial funding commitments at this point. Total project costs <br /> are estimated at $22 million to $27 million. Blesener stated that it was his <br /> understanding that commitments of another $10 million are needed to <br /> guarantee a 2010 project start date. <br /> The Superintendent reported that Yaggy Colby has been working on <br /> appraisals for additional right-of--way and easements. The County has the <br /> 30% project plans complete and the 60% plans will be completed by the <br /> end of October. <br /> The Superintendent then presented diagrams of the bridge concept design, <br /> which he described in detail. Montour noted that the traffic patter7~ in this <br /> area will change substantially as a result of this project. <br /> The Superintendent reported that he would keep the Council updated on <br /> the project as it proceeds. He further noted that the County has not yet <br /> estimated what Little Canada's cost participation would be in this project, <br /> and that will be dependent on the funding that is obtained. <br /> Blesener noted that the project is not limited to the bridge, but extends <br /> from County Road B to County Road B-2. <br /> COUNTY The City Administrator reviewed his report dated September 18, 2009 <br /> LOANS FOR relative to Ramsey County loans providing HIA funding in the amount <br /> HIA of $130,000 and $170,900 for Fleur Royale azid Caizabury Condominiums, <br /> PROGRAMS respectively. He noted that the interest rate on these locals is 2% with a <br /> 10-year repayment term for Fleur Royale and a I S-year term for Canabury <br /> Condos. <br /> The Administrator reported that the City Attorney has reviewed the two <br /> pranissory notes and loan documents and finds them to be in order.
