Magellaai prefers <br /> that the pylon remain in its current location and is not moved unless it is <br /> moved entirely off the easement. <br /> Duray reported that he then looked at other areas of the lot. Moving the <br /> pylon to the northwest end of the property causes it to interfere with the <br /> signage of the adjacent property. That property owner is opposed to the <br /> pylon being moved in this location. The other option would be adjacent to <br /> the Rice Street driveway to the property. Duray reviewed the potential <br /> location pointing out that the pylon would interfere with internal site <br /> circulation and would be a safety hazard. Therefore, Duray felt that he has <br /> met the hardship criteria necessary to justify the variance as requested. <br /> With regard to the CUP for Comprehensive Sign Plan, Duray reviewed the <br /> Code requirements for calculating the amount of signage allowed, noting <br /> that 197 square feet of signage is allowed and would be divided equally <br /> between the two tenants. He noted that ASAP Sign will have 32 square <br /> feet of wall signage and Papa Murphy's would have 36 squa~•e feet on the <br /> building mansard. ASAP will have 27 square feet of pylon signage and <br /> Papa Murphy's will have 36 square feet (the minimum that their corporate <br /> office recommends). Duray also noted that the pylon will be lowered to <br /> the 16 foot maximum allowed under the Code and will be brought closer <br /> to meeting the City's Architectural Guidelines. The pylon sign will also <br /> be opaque, and the brick base will be similar to a monument style sign. <br /> Duray described the construction of the brick base and the use of it as a <br /> planter. <br /> Duray again stated that he believes his Variance request meets the <br /> hardship requirements under the Code and that it is not reasonably <br /> possible to relocate the sign to another area on the property. <br /> Blesener indicated that he received three emails in support of the Variance <br /> request, one from the property owner of the Flameburger, one from the <br /> owner of ASAP Signs, and one from a representative of Papa Murphy's. <br /> Blesener asked if there were any plans for the widening of Demont Street. <br /> The City Administrator noted the County's plans for the eventually <br /> widening of Rice Street. When that occurs, it is likely that additional <br /> right-of-way will be needed for sidewalks and other improvements. If <br /> additional right-of--way is needed, property owners would be compensated. <br /> The City Attonley replied that the City Administrator is correct, and the <br /> right-of--way issue is speculative at this time. He noted that the issue <br /> before the Council is the CUP and Variance requests. <br /> Duray also noted the potential for redevelopment of this area, and should <br /> redevelopment occur, signage would be redone as well. <br /> 4 <br /> <br />
