Resolution declared adopted. <br /> SPECIAL Mayor Blesener opened the Public FIearing to consider application for a <br /> USE PERMIT Special Use Permit for a home occupation related to the fabrication and <br /> FOR HOME repair of dental devices at 30 Old County Road C East, Joe Cher Dona <br /> OCCUPATION- Yang. It was noted that the Planning Commission recommended approval <br /> 30 OLD COUNTY of the Special Use Permit subject to review of the proposed business by <br /> I20AD C - the Fire Marshal. <br /> YANG <br /> Blesener reviewed the Fire Marshal's report relative to this home <br /> occupation dated November 17, 2009. "Chat report recommends denial <br /> based on the fact that the chemicals that would be used are highly <br /> flanunable, may cause explosion, and are known carcinogens. The Fire <br /> Marshal also identified a number of building issues relative to the <br /> proposed home occupation relative to inadequate electrical, ventilation, <br /> heat, air conditioning, fire extinguishing systems, and storage. Blesener <br /> noted the November 16, 2009 report from Ramsey County Environmental <br /> Health indicating that given the nature of the home occupation, the <br /> business would generate hazardous waste. <br /> The City Planner reviewed his report dated November 9, 2009 which <br /> recommended approval of the special use permit based on the <br /> understanding of the physical aspects of the business, that is limited <br /> deliveries and no proposed change to the structure. However, the City <br /> Planner agreed with the recommendation of the Fire Marshal for denial of <br /> the special use permit based on the findings outlined in the Fire Marshal's <br /> report. <br /> Blesener indicated that it was his position that this proposed home <br /> occupation exceeds the limits of a typical home occupation given the types <br /> of materials used, public safety issues related to the flammability and <br /> volatility of the materials, and their classification as hazardous waste. <br /> McGraw agreed that this business does not belong in a residential <br /> neighborhood. Boss noted the written comments from one property owner <br /> in the area opposed to the special use permit. <br /> 3 <br /> <br />
