<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> llECEMBER 16, 2009 <br /> Blesener asked if Ramsey County would provide any assistance toward <br /> the purchase price. The Administrator replied that they would not. The <br /> County does need a portion of the site for the Rice Street improvements <br /> needed as part of the bridge project. However, the City is interested in a <br /> full taking given the need to add a turn lane. <br /> Mr. Blesener introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2009-12-304 -AUTHORIZING THE CITY <br /> ATTORNEY TO MAKE AN OFFER OF JUST COMPENSATION <br /> FOR 2404 RICESTREETAND 93 COUNTYROAD B-2 WEST IN <br /> THEAMOUNT OF $770,000 <br /> The foregoing resolution was duly seconded by Keis. <br /> Ayes (4). <br /> Nays (0). Resolution declared adopted. <br /> The City Administrator further explained that the need for addition of the <br /> turn lane on County Road B-2 was an issue raised in the environmental <br /> assessment done on the St. Jude Medical expansion. Also, the Rice <br /> Street/Highway 36 bridge project necessitates the need for improvements <br /> along Rice Street that require additional right-of--way. The Administrator <br /> reported that Ramsey County needs to have site control of this right-of <br /> way by April 1, 2010 so that potential funding for the bridge project is not <br /> jeopardized. The Administrator reported that the County is hopeful it will <br /> secure full funding so that the project can proceed in 2010. If not, it is <br /> highly likely the project will move forward the next year. <br /> The City Attorney reported that the Offer of Just Compensation will be <br /> made within the next couple of days. If the offer is not accepted within <br /> the next 10 days, it will be necessary for the City to proceed with an <br /> eminent domain action to gain control of this site. Therefore, the City <br /> Attorney recommended that a special meeting be called so that the <br /> Council can authorize an eminent domain action, if necessary. <br /> The City Administrator reported that the City would proceed with a quick <br /> take action, and the purchase price of the property would not be finalized <br /> until later.
