<br /> MINUTES <br /> <br /> CITY COUNCIL <br /> <br /> llECEMBER 16, 2009 <br /> The City Planner reported that 3225 County Drive is the former Knox site. <br /> The Planner reviewed the zoning history of the property, noting that it is <br /> now zoned PUD with the underlying land uses as office/showroom and <br /> office warehouse. 'fhe property owner is now asking for an expansion of <br /> these uses to include retail. The Planner noted that this is similar to the <br /> Hom Furniture request located just southeast of this site. <br /> The Planner noted that the Planning Commission is recommending <br /> approval of the retail use of the site as requested subject to the same retail <br /> uses that were approved for Hom. These recommended retail uses are <br /> lower in intensity, and the limitation is proposed given the limited access <br /> to the site. The Planner also reported that the Planning Commission <br /> recommended that City staff have some discretion in determining <br /> appropriate uses utilizing the approved list. <br /> Blesener noted the discussion at the Planning Commission meeting <br /> relative to uses that would not be appropriate for the site. The City <br /> Planner indicated that higher intensity retail uses such as a restaurant or a <br /> flea market would not be appropriate for this site. The applicant and the <br /> Commission had some discussion on the flea market use. <br /> Bob Wagner, Graba Properties, indicated that he would like to increase the <br /> amount of retail square footage that he initially requested. He indicated <br /> that retail parking requirements are 5 parking stalls per 1,000 square feet <br /> of retail space and there is adequate parking on the site. Wagner reported <br /> that he has three potential retail tenants interested in the site and a flea <br /> market is one of them. Wagner reported that he would not be interested in <br /> atypical flea market use, but rather a more controlled scenario similar to a <br /> consignment shop. Wagner indicated that one of the potential retail users <br /> is a mattress store that is interested in leasing 3,500 square feet. The <br /> mattress store is interested in locating in the building if Hom Furniture's <br /> Dock 86 store opens. They would minor Hom's days and hours of <br /> operation. <br /> Blesener asked for more clarification on the amount of retail space that <br /> Wagner is looking for. Wagner reported that current occupancy, plus the <br /> relocation of his business as well as one other business into the building, <br /> would leave 12,000 square feet of vacant space. Blesener noted that the <br /> concept for the Graba Properties building is similar to Hom Furniture in <br /> that there will be multiple tenants in each building. Wagner agreed. He <br /> noted that the building has five separate entrances, and would have space <br /> for an additional three business based on the number of entrances and the <br /> 12,000 square feet of available space.
