<br /> MINUTES <br /> <br /> Parks & Recreation Commission <br /> <br /> January 7, 201.0 <br /> increased value to property and homes. Sanders asked if the 2007 study included the types <br /> of usage of the open space. Schiffinan stated that the figures did not include the usage as <br /> they calculated by used footage size instead. <br /> Sanders commented that improvements to the trail system will have a future impact to the <br /> city. Schiffinan commented that most residents would consider that a positive factor, but <br /> others might not want the added traffic close to their homes. <br /> Morelan commented that it was nice to see the value figures ftrom other communities in the <br /> presentation packet. Sanders also commented that this research is helpful in showing that <br /> open space does have an overall impact and value to the community. Slain commented that <br /> it justifies the park charge fee for new development. Sanders agreed and stated that <br /> developers want to build next to open space. <br /> Maida and Lohnaugh thanked Schiffman for his presentation, stating it clearly shows the <br /> monetary value of open space to our community. Schiffman again complimented Little <br /> Canada on the depth in the planning for open space within the city. Fahey also thought the <br /> past and current park commissioners have done an excellent job in planning for the parks <br /> and trails in Little Canada. <br /> ELECTION <br /> OF <br /> OFFICERS: Fahey opened the floor for nominations for the Park & Recreation Commission Chair. Slain <br /> nominated Fahey. Hearing no further nominations, nominations were closed. Fahey was <br /> unanimously elected to the position and she accepted. Nominations were opened for Vice <br /> Chair. Fahey nominated Steinwall, and with no other nominations, Steinwall was elected as <br /> Vice Chair and she accepted the position. <br /> NEW <br /> BUSINESS: PARK CHARGE FOR GERVAIS WOODS <br /> Sanders showed the commissioners an aerial map of the location of Gervais Woods. Ile <br /> stated they are currently proposing a new street with a cul-du-sac with a possible future <br /> connection to the east. The property backs up to open space of wetlands and woods. They <br /> are proposing eleven to twelve homes to be built in this development. Sanders commented <br /> that there also might be a potential trail through this area. He also did not see a need for a <br /> designated neighborhood park area within the development. <br /> Steinwall asked if this development would be an association. Sanders did not think that <br /> would be the case with this development. The bank portion of lots 2, 4, and 5, along with <br /> Outlot C, are properties in the City of Maplewood. Morelan explained that an Otirtlot is a <br /> parcel that has been set aside without a proposed usage. The wetland around this <br /> development is owned by Ramsey County. <br /> Morelan suggested that this development could provide an access to a potential trail. <br /> Sanders agreed that that might be an excellent possibility to access Outlot C. Maida felt that <br /> many people like the marshland trails and commented that the City of Little Canada does not <br /> Page 2 of 4 <br /> <br />
