MINUTES <br /> CITY COUNCIL <br /> <br /> JANUARY 13, 2010 <br /> City Administrator suggested that there may be some unbiased individuals <br /> that the City could solicit for membership. <br /> In further discussion of the issue, it was the consensus of the Council to <br /> revisit the matter once the results of the deer count are known. McGraw <br /> felt that the City would not be able to form an objective committee. The <br /> City Administrator indicated that once the deer count numbers are known, <br /> staff will put together a detailed report on numbers, feasibility of public <br /> hunting, and other options. Montour stated that he would like to revisit <br /> the Vadnais Heights criteria at that time. Keis stated that he would like to <br /> get public support for the deer control program and indicated that he <br /> would like to hear other people's opinions on it. Montour suggested using <br /> the Web site to conduct a survey. The City Administrator indicated that <br /> the newsletter is another option that could be used for conducting a <br /> survey. Blesener also suggested having the DNR address the issue with <br /> the Council once the deer count numbers are available. <br /> PUBLIC "I'he City Administrator indicated that the last time he talked to Greg Deeb <br /> WORKS about the City's interest in his property was early December. The <br /> GARAGE Administrator noted that both the City and Deeb have appraisals on the <br /> SITE property, and pointed out that the Deeb appraisal shows the utilities as <br /> public even though none exist on the site. The City's appraisal deducted <br /> $80,000 for lack of public improvements based on estimated prepared by <br /> the City ];ngineer last summer for an adjoining property owner. The <br /> Administrator indicated that he advised Mr. Deeb of these differences last <br /> December. <br /> Blesener suggested that the City Administrator contact Greg Deeb to see if <br /> he is willing to sell and at what price. The Administrator stated that it is <br /> his recollection that Mr. Deeb would like to have a sale concluded by <br /> April. The Administrator noted that in addition to the fact that there are <br /> no utilities to the site, there are also zoning issues. The Roseville <br /> Plumbing use is grandfathered in, but another use may not be. It was the <br /> consensus of the Council that the City Administrator contact De<;b on his <br /> willingness to sell and the price he is seeking, and report back. <br /> The Administrator asked the Council about their interest in trying to put <br /> together a redevelopment site in this area should Deeb be willing to sell. <br /> If so, the Public Works Garage site may he included in the redevelopment <br /> area, while making a higher use for the majority of the area. The Council <br /> agreed. <br /> PUBLIC The Council discussed the need for development public comment rules <br /> COMMENT relative to public hearings and general public comment during Council <br /> RULES meetings. The consensus was that staff put together a public comment <br /> policy that would be available via a handout during Council meetings. <br /> 2 <br /> <br />
