MINUTES <br /> CITY COUNCIL <br /> <br /> JANUARY 13, 2010 <br /> Once this policy is drafted, the Council will review it for approval. 1'he <br /> policy will generally limit public comment by an individual on a specific <br /> topic to 4 or 5 minutes with additional time be allowed at the discretion of <br /> the Mayor. <br /> SUCCESSION The City Administrator reported that Council Member Keis has asked <br /> PLAN about a plan for City staff succession should vacancies occur. The <br /> Administrator reviewed his approach relative to staffing and his <br /> philosophy of matching employee duties to the strengths of the individual <br /> employee. The Administrator also reported that when employee vacancies <br /> occur, he has hied to reallocate duties of other employees in a manner that <br /> would best serve the City as well as take advantage of employees' <br /> strengths. A part of this process includes analysis and perhaps <br /> modification of the vacant position, prior to advertising the vacancy. <br /> Keis indicated that his concern is what the City would do if key positions <br /> become vacant. The Administrator indicated that if his position became <br /> vaca~rt, the City would likely conduct a search to fill the position. The <br /> same may be true for other department head positions. There was some <br /> discussion relative to the Parks & Recreation Department and the potential <br /> for future restructuring of programs and the department itself. <br /> Other opportunities relative to staffing that were discussed include the use <br /> of the prison crew again as well as college interns. The Administrator <br /> indicated that as opportunities present themselves, he would make <br /> recommendations to the Council for maximizing human resources. <br /> FIBER The City Administrator reported that the City of Roseville has contacted <br /> CONNECTION Little Canada asking out our interest in running a fiber connection from <br /> WITH the City Center to the Roseville Area Middle School. This connection <br /> ROSEVILLE would connect Little Canada to Roseville and is critical to our operations <br /> due to Roseville's lT support and shared software arrangements. 1'he <br /> Administrator noted that the fiber connection becomes even more <br /> important given the uncertainty of the I-Net through the cable franchise <br /> when that agreement expires in 2013. <br /> The Administrator repoifed that overall cost of the fiber connection is <br /> approximately $125,000 with flee School District paying half and the other <br /> half split between Little Canada, the Watershed District, and the City of <br /> Roseville. The Administrator reported that the City has dollars in its <br /> Cable Budget to pay for this connection. <br /> There was discussion about why Roseville, and the Administrator <br /> explained that Roseville has taken the lead in these issues and provides IT <br /> services to several of the surrounding cities. <br /> 3 <br /> <br />
