MINUTES <br /> CITY COUNCIL <br /> <br /> JANUARY 25, 2010 <br /> regard to storm were, there is one catch basin on the east side of Jackson <br /> Street at the north end of the park. The west side of Jackson Street drains <br /> into a culvert in the low ditch/wetland. The low area on the west side of <br /> Jackson Street has been designated as a Manage B wetland by the <br /> Watershed. <br /> The Engineer then reviewed the proposed improvements which include a <br /> full reconstruction of both streets with concrete curb and gutter. Jackson <br /> Street is proposed as a 32-foot wide urban section to match the street north <br /> of LaBore Avenue. The Engineer pointed out the potential negative <br /> impact to the existing sidewalk azid suggested that consideration be given <br /> to reducing the width to save some of the sidewalk. Given there were no <br /> Bryan Street property owners present, the Engineer indicated that he <br /> would discuss the details of the Bryan Street section a little later in the <br /> meeting. With regard to storm sewer drainage, the City Engineer <br /> proposed utilizing a portion for Rondeau Park for a rate control pond. <br /> This would be a dry pond. The Engineer also recommended the <br /> installation of rain water gardens where practical for storm water <br /> treatment. He indicated that three rain water gardens are needed along <br /> Bryan Street and four along Jackson Street. <br /> The Engineer then reviewed project costs noting that the total estimated <br /> cost is $522,500. He reported that the City received very competitive bids <br /> the last two years due to aggressive contractor competition and expected <br /> the same for 2010. However, an increase is expected due to higher oil and <br /> material costs. <br /> The Engineer then reviewed the City's Assessment Policy relative to both <br /> residential and commercial properties. He noted that for residential <br /> property assessments are based on a minimum of 75 feet of frontage for <br /> primary access and maximwn of 125 feet for an undividable lot. Side <br /> yards are assessed at 20%. The 2010 assessment cap is $59.71 per front <br /> foot. Commercial properties are assessed based nn actual front footage, <br /> and the 2010 commercial cap is $12].73 per front foot. <br /> The Engineer then reviewed the proposed schedule if the improvement is <br /> ordered as well as various construction issues. He concluded his <br /> presentation with a review of the preliminary assessment roll and a sample <br /> amortization schedule based on an average residential assessment. <br /> There was discussion relative to the narrowing of the pavement width <br /> along Jackson Street, and the City Engineer reviewed a diagram showing <br /> the impact of a wider pavement width on the existing sidewalk. The <br /> Engineer recommended that the Jackson Street pavement be reconstructed <br /> at 32 feet on the north tying it into the newer portion of Jackson Street on <br /> 2 <br /> <br />
