MINUTES

Parks & Recreation Commission

March 4, 2010
Because ofLarembinski's interest in the Thunder Bay Park improvements, Fahey chose to
continue the meeting with the Old Business agenda item #8- Thunder Bay Improvements
Update.
OLD
BUSINESS: THUNDER BAY PARK IMPROVEMENTS UPDATE
Sanders showed an aerial map of the "Thunder Bay Park and showed where the current
twenty-year-old wooden playground equipment was located in the park He pointed out
where the two existing trails are connected to the park and where the two proposed trails
were proposed to be added.
Sanders stated the primary concerns for improving the park are to replace the playground
equipment, along with the addition of a'/z court basketball court and improvements to help
correct the poor drainage issues. FIe was planning to meet with the City Engineer to discuss
possible ways to improve the drainage issue. He stated all the equipment would be moved
away from any possible low areas.
Sanders stated the basketball hoop would be ordered with an adjustable basket to
accommodate all age groups.
Sanders reported the quotes they received for the playground equipment were fairly close in
the cost amount. He said he and Morelan had three companies who bid on the equipment
and they are recommending the Landscape Structures Company. Their equipment included
four swings, slides, a climbing apparatus, small scoops and riding spring animals. "This
company would remove the old equipment and install the new playground equipment for a
total cost of $37,418.12.
Sanders continued by explaining they were also recommending the installation of engineered
woodchip material to replace the current sand in the playground area. This would make it
handicapped accessible and would still provide cushion for possible falls. The other
possible material that could be used is a rubberized material, but that material was far too
costly to consider. Zarembinski asked if this woodchip material would need to be replaced
or replenished over a period of time. Sanders responded by saying he thought it would need
to be replenished every four to five years with additional new chips.
Maida asked if the city currently has this woodchip material in any other park's equipment
area. Sanders stated that it is not in auy other park but other commissioners commented that
the LC Elementary School and the St. John's playground area were both using this material.
Maida asked iP there were plans to convert any other parks playground area with this
woodchip material. Morelan commented that it currently is not being considered but it was
a possibility for future park improvement projects.
Sanders said there would be two separate projects with this improvement. The first one
would be the playground equipment replacement with a projected date of July 151 and the
second phase which would include the proposed new trails and basketball court.
