Additionally, the improvement is a full reconstruction of an <br /> urban street, and the Assessment Policy does not provide any credit for <br /> urban street reconstruction. The City Administrator suggested that if the <br /> improvement is ordered, that the Council consider these two issues prior to <br /> the Assessment Hearing in the fall. <br /> Mr. Schroeder asked about the interruption of access to the businesses <br /> along Rice Street. The City Administrator repoiled that the County will <br /> maintain access in each direction throughout the project. He noted, <br /> however, that there may be some minor interruptions in access on <br /> occasion. <br /> Sclroeder asked if the City's review of the Assessment Policy might <br /> change the proposed assessment amount. The City Administrator stated <br /> that the assessment as estimated is based on the strict application of the <br /> Assessment Policy. Any changes would lower the proposed assessment <br /> and would not increase it. <br /> The Council discussed the burying of the power lines and Little Canada's <br /> participation in this cost. The Administrator noted that while the power <br /> lines are currently on the Roseville side of Rice Street, if they were not <br /> buried many would have to be moved to the Litfle Canada side of Rice <br /> Street given right-of--way and demand issues. Therefore, it was felt that <br /> the cost of burying the power lines should be shared equally with the City <br /> of Roseville. Montour asked if the plan was to continue with burying the <br /> power lines as the improvement of Rice Street extends further north. The <br /> City Administrator replied that that has been the indication at the County <br /> level, but no final decisions have been made. The Administrator pointed <br /> out that the next phase of the Rice Sheet reconstruction would extend <br /> north to Little Canada Road, and that may occur within the next few years. <br /> Keis stated that he would like to see the power lines buried for the entire <br /> length of Rice Street in Little Canada from both aesthetic and service <br /> efficiency standpoints. <br /> Schroeder asked for an explanation of the Rice Sweet improvement <br /> planned north of the project being discussed this evening. The City <br /> Administrator explained that the County has been working with a <br /> Technical Advisory Committee planning for the improvement of Rice <br /> Street as far north as County Road J. The improvement would be done in <br /> phases with the Administrator estimating that the next phase would be <br /> north to Little Canada Road and likely to occur within the next five years. <br /> The Administrator also pointed out the push for reconstruction of the Rice <br /> Street bridge over 694. There was some discussion of this project with the <br /> Administrator noting that the City has indicated that appropriate access to <br /> Caribou Coffee in Little Canada must be maintained. <br /> 3 <br /> <br />
