<br /> This memorandum contains a description of the current request for temporary outside <br /> storage and an explanation of how this request could be incorporated into a rezoning to <br /> PUD District. <br /> <br /> ANALYSIS <br /> Project Description. The applicant is proposing an outside storage area along the <br /> west property line containing approximately 1,600 square feet. The outside storage <br /> area is proposed to store new and used hot tubs, excess pallets and other seasonal <br /> inventory. The area is proposed to be surfaced with gravel and screened from the <br /> south, west and north by a six foot wood privacy fence. An existing "bump out" in the <br /> privacy fence located along the west property line would be removed to straighten out <br /> the existing fence. Two new 16 foot long sections offence would be added <br /> perpendicular to the existing fence along the west property line to contain and screen <br /> the proposed storage area. The applicant is also proposing to add green mesh <br /> screening material along the east side of the fence to enhance the opaqueness of the <br /> fence. <br /> Site Location. The subject site is surrounded by commercial uses to the north and <br /> east and residential uses to the west. All of the surrounding property north of County <br /> Road C is zoned B-3, General Business. The subject site currently contains a principal <br /> building, large accessory storage building, parking areas and an outdoor display area. <br /> Compatibility issues continue to exist between the pool business and the residential <br /> properties to the west, primarily regarding the Poolside's outside storage located along <br /> the west property line. <br /> Zoning. As noted, the subject site is currently zoned B-3, General Business District. <br /> Temporary outside storage is not a permitted use in this district. As such, the applicant <br /> would have to apply for a special permit and/or a text amendment to allow such a use <br /> under current zoning. City staff recommends that if the applicant's proposal is to be <br /> considered, rezoning to PUD District would be necessary. In this way, temporary <br /> outside storage be could added to the district language applicable to this property. <br /> Attached is a draft PUD "C" Zoning District ordinance which would apply specific uses <br /> and performance standards to this site. Allowed uses and associated specific <br /> performance standards have been based on the B-3 and B-W Districts. The Planning <br /> Commission and City Council should review the attached material to ensure that it <br /> meets the City's expectations for the proposed use of the subject property. <br /> In a companion application by the City, a rezoning of the surrounding neighborhood <br /> from B-3 to PUD is also to be considered. The purpose of that rezoning would be to <br /> similarly create a district that accommodates the mix of uses that exist in the area, and <br /> permit a transition to the future commercial or mixed-use development pattern <br /> envisioned in the Comprehensive Plan. <br /> 2 <br /> <br />
