CONCLUSION /RECOMMENDATION <br /> <br /> The application proposes that the property, currently zoned B-3, be rezoned to allow <br /> conditions that are not currently permitted in the B-3 District. Primary among these is <br /> <br /> the outdoor storage area along the west boundary of the property, and the proposal that <br /> such area is maintained on a gravel surface. <br /> The PUD zoning allows the City to craft a specific set of zoning regulations that address <br /> the use on the property, and provide for both short-term and long-term expectations. In <br /> this case, the use of outdoor storage constitutes the introduction of a new use which is <br /> not currently allowed. The applicant's request is based in the delay in being able to <br /> construct a permanent building solution on the site. <br /> If the outdoor storage is to be considered, staff would recommend that the storage area <br /> be paved -where outdoor storage is allowed in the City ,gravel surfaces are permitted <br /> in the I-1 Zoning District (Ryan Industrial Park, Woodlyn Avenue), whereas paved <br /> surfaces are required in the I-P, Industrial Park District (South Owasso Boulevard, <br /> Centerville Road). It would seem that introducing this use into a commercial area, even <br /> on a temporary basis, should require the City's best standards. <br /> Second, staff would recommend an extensive screening effort, including the proposed <br /> wood fence, and a five foot setback to accommodate the planting of evergreen shrubs <br /> adjacent to the residential properties to the west. Implicit in this plan would be a <br /> presumption of adequate ongoing site maintenance to avoid unwelcome and unsightly <br /> volunteer growth in the screening area. <br /> The Planning Commission and City Council should review the attached material to <br /> ensure that it meets the City's expectations for the proposed use of the subject property. <br /> If the Planning Commission and Council determine that rezoning of the property to PUD <br /> is acceptable, staff recommends approval of temporary outdoor storage use as outlined <br /> in the proposed PUD "C" District ordinance. <br /> c: Joel Hanson <br /> Kathy Glanzer <br /> Steve Westerhaus <br /> Lee Elfering <br /> Rob Anderson, Poolside <br /> 3 <br /> <br />
