<br /> MINi1TES <br /> CITY COUNCIL <br /> MARCH 24, 2010 <br /> RESOL UTION NO. 2010-3-G3 - ADOPTING AN ORDINANCE <br /> AMENDING CHAPTER 916 OF THE LITTLE CANADA ZONING <br /> CODE, ESTABLISHING REVISED STANDARDS TO REGULATE <br /> THE FLOODPLAIN DISTRICT WITHIN THE CITY OF LITTLE <br /> CANADA AS RECOMMENDED BY THE CITY PLANNER AND THE <br /> PLANNING COMMISSIONAND AUTHORIZING THE SUMMARY <br /> PUBLICATION OF THIS ORDINANCE <br /> The foregoing resolution was duly seconded by Boss. <br /> Ayes (4). <br /> Nays (0). Resolution declared adopted. <br /> RICE STREET/ Tim Tolaas, Ramsey County, appeared before the Council to review the <br /> HWY 36 layout of the Rice Street/Highway 36 Bridge Project as well as the various <br /> BRIllGE amenities included in the project. Tolaas began with an overview of the <br /> PROJF.,CT project which involved the reconstruction of the bridge to relieve <br /> congestion and safety concerns. The bridge is currently the traditional <br /> diamond design, which is inadequate for the stackitlg and storage of <br /> vehicular traffic. There is significant back up of traffic many times during <br /> the day. The bridge will be replaced with an offset, single point diamond <br /> design acid there will be four lanes installed along Rice Street. The <br /> improvement area will extend from County Road B on the south to <br /> approximately 600 feet north of County Road B-2 on the north. Tolaas <br /> noted the improvements to the Rice Sheet/County Road B-2 intersection <br /> and the fact that St. Jude Medical was very instrumental in getting this <br /> improvement expedited. <br /> Tolaas reported that the estimated project cost is over $20 million. IC is <br /> hoped that bids will be favorable given the aggressive bidding climate. <br /> 'The project is iu the final review stages at MN DOT and it hoped that <br /> permits will be issued next month, bid advertisement could occur in April, <br /> bids let iu May, and construction starts in June. Tolaas explained the <br /> staging of the construction noting that access will remain open to traffic. <br /> Tolaas then reviewed the project amenities, explaining landscaping, noise <br /> wall and retaining wall construction, bridge lighting, median and <br /> boulevard edge paving, metal railing treatments, and right-of--way fencing. <br /> The City Administrator noted that there will be railing on both sides of the <br /> bridge. Power lines along both sides of Rice Street will be buried fot• the <br /> extent of this project. <br /> tolaas reported that an aggressive bid may help to minimize the project <br /> costs being passed on to the cities as well as reduce the amount of dollars <br /> that will need to come from County State Aid Funds. <br /> 13 <br /> <br />
