<br /> MINUTES <br /> CITY COUNCIL <br /> MARCH 24, 2010 <br /> GRANT of 270 parking stalls and would be located on current MN DOT right-of- <br /> APPLICATION way. The Planner reported that part of the plan includes an area on the <br /> FOR PARK east-bound ona•amp for transit buses. The Plamler noted that there is <br /> & RIDE some history on this park and ride proposal and the City previously <br /> questioned the feasibility of the facilities with the existing bridge in plane. <br /> Metro Transit is seeking the letter of support of their Chapter 152 Gra<rt <br /> Application from the City. <br /> Montour noted that in previously reviewing a proposed park and ride for <br /> this area, the City did not support it given the existing bridge and the <br /> traffic congestion in the area. Montour asked if the County has looked at <br /> the proposal in light of the bridge replacement project. The City <br /> Administrator reported that Jim Tolaas from the County was not aware of <br /> the project and there have been no discussions relative to traffic impacts <br /> on County Road B or Rice Street. The Administrator noted that the last <br /> time the park acid ride was proposed St. Jude Medical expressed concern <br /> given the additional traffic that would be directed from the park and ride <br /> to County Road B aid the Rice Sheet intersection. At that time the City <br /> indicated that it might supporC the project once the bridge was redone. <br /> 1'he Administrator felt that a traffic analysis should be done to gauge the <br /> impact that a park and ride lot would have on this area. <br /> Keis stated that while he is a supporter of park and ride facilities, he <br /> agreed that a traffic study should be done and that the project should be <br /> reviewed with the County in light of the bridge project. McGraw and <br /> Montour agreed, and it was the consensus of the Council that they could <br /> not act on the Metro Transit request until there was more information on <br /> this issue and the proposal was reviewed with both the County and St. <br /> Jude Medical. <br /> COMP PLAN The City Planner reported that the Metropolitan Council has provided <br /> feedback on the Comprehensive Plan update relative to some incomplete <br /> items. The Planner indicated that these items relate primarily to internal <br /> consistency in population projection numbers. These changes have been <br /> made and were submitted to the Met Council. 'T'he Planner was hopefully <br /> that the document will he approved by the Met Council in April. <br /> Montour asked when the next update cycle would begin. The Planner <br /> reported that there are some discussions of moving the Comprehensive <br /> Plan update cycle up to be more in sync with the Census. <br /> 2010 'The City Administrator reported that the City has received bids for 2010 <br /> IMPROVEMENTS Improvements. The bids for the reconstruction projects reflect a dramatic <br /> savings and are approximately 25% under the City Engineer's estimate <br /> 15 <br /> <br />
