MINUTIJS
PLANNING COMMISSION
APRIL 8, 2010
Knudsen indicated that the City's interest is in cleaning up outdoor
storage, but is also interested in working with existing businesses.
Knudsen asked if the plan was to have a new building constructed by the
end of 2011. He felt any approval for temporary outdoor storage should
have an end date of 2011.
Anderson suggested that either the building be constructed by 2011 and
the outdoor storage moved inside, or the property would have to be
compliant by the end of 2011. Anderson felt that the property was not that
far from compliance. Anderson stated that it is his goal to be compliant or
have a building up and operational within 3 years.
Knudsen stated that he is inclined to work with Poolside, but also would
like to push the business towards compliance as quickly as possible.
Anderson stated that his goal is to operate a compliant business, but
indicated that his hesitation in committing to a timeline for a new building
is based on the economy acrd his ability to present two years of profitable
business numbers to the bank. Anderson suggested that a profitable 2010
would allow him to construct a new building in 2011.
Knudsen noted that Poolside currently has a CUP Permit for their outdoor
display area. The City Plarmer indicated that the request for PUD Permit
for outdoor display would reconfirm the existing CUP Permit. The
Planner noted that the outdoor display is for swimming pools, spas,
gazebos, and related patio equipment as was previously approved under a
CUP Permit.
Knudsen noted that the part of the reason for the PUD process proposed
for Poolside to treat this business fairly and consistently under the Code.
The City has pushed a lot of businesses to become compliant relative to
outdoor storage. Duray noted that there has been movement on the
Commission and the City Council to work with longstanding businesses to
help them get compliance. Duray noted that the City has done this with
the understanding that the economy has been on a downturn and has given
businesses time to get back on their feet.
Duray asked Anderson's plan for surfacing the storage area. Anderson
replied that the surface is compacted Class V and it was his intention to
leave it as such. Anderson stated that it would be a financial hardship to
have to blacktop this area when it would be used for storage for any a
short period of time. Anderson noted that the area is screened and is not
visible. He also noted that there are no dust issues from this area. Duray
asked if the area would be returned to a green area once the new building
is constructed. Anderson replied that it would.
-6-
