<br /> MINUTES <br /> <br /> PLANNING COMMISSION <br /> APRIL 8, 2010 <br /> There was discussion about the northwest corner of the property, which <br /> was recently cleared and seeded. The fence along this area abutting <br /> Jackson Street ischain-link and the area will not be screened. The was <br /> also discussion about the elevation of this portion of the Poolside property <br /> from County Road C noting that it is about 10 or 12 feet above County <br /> Road C. <br /> Knudsen asked about the Planner's recommendation relative to screening <br /> from the Jackson Street homes. The City Planner reviewed his <br /> recommendation which includes moving the wood fence in five feet from <br /> the property line. Landscaping in the form of evergreen shrubs would <br /> then be added in this area to provide a screening for the Jackson Street <br /> homes. The Planner noted that outdoor storage is not allowed in the B-3 <br /> District, and felt that given the temporary allowance for outdoor storage an <br /> effort to screen in an aesthetically pleasing manner from the residential <br /> uses would be appropriate. The Planner noted that the property owner is <br /> proposing to screen with a wood fence and a green mesh material installed <br /> on the inside of that wood fence. <br /> Anderson noted that once the new building is consri•ucted, the outdoor <br /> storage would move inside the building, and the fence would be removed. <br /> Anderson also noted that the fence is 3 or 4 feet from the Jackson Street <br /> pavement. Anderson felt a better solution was as he proposed, to redo the <br /> fence in a more uniform manner in its current location. Anderson also <br /> acknowledged that he would maintain the area on the outside of the fence. <br /> The Plaimer stated that it was his understanding that a significant portion <br /> of the fence would be new, and again suggested moving the fence in and <br /> adding evergreens to the outside area. <br /> Barraclough pointed out that the Jackson Street homes are at a higher <br /> elevation than Poolside pointing out that homeowners likely look over the <br /> fence and into the Poolside property. There was discussion that the fence <br /> would be 6 feet in height and that storage would not exceed the height of <br /> the fence. The Planner suggested that adding this as a condition of <br /> approval. Hall asked about the surfacing. The Planner replied that <br /> allowing Class V to remain for the temporary outdoor storage could also <br /> be added as a condition of approval, and further suggested that under a <br /> PUD Permit the Commission include any conditions they feel appropriate. <br /> There was additional discussion relative to moving the fence in and adding <br /> evergreens to the area outside the fence. Anderson stated that he was not <br /> sure what would be accomplished by this, noting that the outdoor storage <br /> area is limited and likely only one homeowner would benefit by the <br /> landscaping. The Planner again indicated that the recommendation was to <br /> -7- <br /> <br />
