The Planner noted <br /> that the evergreens are for aesthetics, the fence can provide screening. <br /> Pechmann stated that he agreed with allowing the outdoor storage area to <br /> be surfaced with Class V given it is temporary. He noted, however, that <br /> the City has pushed other property owners with outdoor storage for <br /> improvements and in those cases there was no abutting residential. <br /> Pechmann agreed that screening and landscaping adjacent to the outdoor <br /> storage area would soften the views. <br /> The Plarmer was asked the reason that a hard surface was recommended <br /> for the outdoor storage area. He stated that the primary reason was to <br /> create a defined area, noting that it is typical for outdoor storage to creep <br /> beyond the approved boundaries. <br /> Pechmann asked about allowing temporary outdoor storage and what will <br /> happen if the economy does not improve and a new building is not built. <br /> The City Planner recommended that a time limit be placed on the <br /> temporary PUD Permit for outdoor storage. At the end of the time limit, <br /> the property would have to be compliant. <br /> Knudsen asked the size of the outdoor storage area being requested. It <br /> was estimated to be 40 feet by 16 feet, or 640 square feet in size. <br /> Pechmann asked if approving the temporary outdoor storage would create <br /> inconsistencies for the city. The City Planner noted that under the City's <br /> Code outdoor storage is only allowed in two zoning districts, and those are <br /> Industrial Districts. Knudsen noted that there should be no outdoor <br /> storage on this property, the consideration is whether or• not to give the <br /> property owner a period of time to have outdoor storage and then get the <br /> property compliant. <br /> Knudsen noted that the consideration is whether or not to give the property <br /> owner a limited period of time for outdoor storage with the property to be <br /> compliant by the end of that time, or a new building constructed and the <br /> outdoor storage moved inside. Further considerations are whether to pave <br /> with hard surface, screen and landscape the outdoor storage area. <br /> David Dorn, 2739 Jackson Street, indicated that the Class V surfacing has <br /> not been a problem. Dorn indicated that his main concern is the style of <br /> fence that is in place as you can see through it. Dorn requested that the <br /> City require the fence slats to be moved together so that one cannot look <br /> tluough it. Dorn did not feel it necessary to add landscaping to the outside <br /> of the fence. Dorn indicated that the elevation of his house is about 2 '/z <br /> -8- <br /> <br />
