MINUTES
PLANNING COMMISSION
APRIL 8, 2010
feet higher than the Poolside property. Therefore, he looks out the
window in his home and can see over the fence. Dorn noted the Poolside
plans to construct a new building, and again stated that he feels it
unnecessary to require a hard sm•face for the outdoor storage as well as
require the fence be moved and evergreens planted on the outside.
Greg Ostenson, 2741 Jackson Street, agreed with Dorn's comments. He
felt that the existing fence was an eyesore, needed to be improved, and the
fence slats should be moved close together. Ostenson did not feel the
green mesh did any screening. Ostenson also requested that Anderson
maintain the area on the outside of his fence.
Everson asked for a description of what the property will look like when
the new building is constructed. Anderson reported that the building
would be a block building and would be located toward the west side of
the property. The building would likely be 24 feet in height and setback
40 feet from the western property line. Employee parking would be
against the west side of the property. The parking areas would be
landscaped and curbed and there would be green island areas. The fence
along Jackson Street would be removed.
Everson stated that if the fence is eventually going to be removed, he saw
no reason for adding the evergreens on the outside of the fence. Everson
asked if there would be a moveable boulevard area along Jackson Street
once the new building is constructed. Anderson replied that there would
be. He also acknowledged that it was his responsibility to mow the grass
on the outside of the fence and indicated that he would do so in the future.
Knudsen asked about the existing chain link fence. The City Planner
reported that this fence is a black vinyl and there is no screening proposed
nor recommended for the chain link fence. Anderson pointed out that
there is nothing to screen from in this area.
Duray indicated that he would like the size of the temporary outdoor
storage defined in any approval recommendation the Commission might
make. Dw•ay also felt the existing fence should be repaired and modified
so that it cannot be seen through. Duray noted that the homeowners have
indicated that the landscaping proposed by the City Planner is not needed.
Barraclough stated that he supporCed a time limit on the temporary outdoor
storage limitation of the end of 2011. Everson agreed, and indicated that
he was willing to work with the property owner to accomplish compliance
by that date.
Knudsen asked the reason for the request to rezone to PUD District. The
City Planner noted that outdoor storage is not allowed in the B-3 District,
-9-
