MINUTT';S

CITY COUNCIL

APRIL 14, 2010

2010 Blesener noted that the City has ordered the 2010 Improvements and
IMPROYr- authorized that the projects be put out for bid. The bids have now been
MENTS - received and the decision before the Council this evening is whether or not
BID AWARD to accept the bids and move forward with the projects.
The City Engineer reviewed his report dated Apri19, 2010 relative to bids
for the 2010 Mill and Overlay Projects. The low bid was received from 't.
A. Schifsky & Sons in the amount of $224,] 16.58, which is about 8%
under the Engineer's estimate.
The Engineer reported that City staff held bid review meetings with the
property owners impacted by the 2010 Improvements, reviewing the bids
as well as adjustments to assessment rolls. The Engineer indicated that
positive comments were heard for the mill and overlay projects given the
resulting cost savings and the need to do the work The Engineer
recommended that the Council award the low bid of T. A. Schifslry for the
2010 Mill & Overlay Projects.
One property owner at 2395 Edgerton asked about the assessment of his
property. The Engineer indicated that based on the bids and assessment
policy adjusrinents made by the Council, that property owner's assessment
is estimated to decrease from approximately $11,000 to just over $9,000.
The Engineer noted that the lot in question is subdividable, and the
property owner has the option of requesting a development deferment on
about $7,000 of that assessment. The property owner stated that he was
O.K. with the $9,000 assessment.
Montour asked about the number of bids. The Engineer indicated that at
times the City only receives 2 or 3 bids, but given the competitive bidding
climate 9 bids were received.
There was no one present wishing to comment on the 2010 Mill &
Overlay Improvements.
Mr. Keis introduced the following resolution and moved its adoption:
RESOL UTION NO. 2010-9-82 -AWARDING THE LOW BID
RECEIVED FROM T.
