NO. 2010-OS -SUNRISE DRIVE (EDCERTON TO <br /> SECOND PHASE) <br /> The foregoing resolution was duly seconded by Boss. <br /> Ayes (5). <br /> Nays (0). Resolution declared adopted. <br /> The Council next reviewed the 2010 Street Reconstruction Improvements <br /> noting that the low bid was received from Tower Asphalt in the amount of <br /> $589,824.50. The bid was approximately 25% below the City Engineer's <br /> estimate. <br /> 1'hc City Engineer began with a review of the proposed Iona Lane <br /> reconsriuction noting that Iona Lane is a unique street in that the <br /> bituminous is very thick, ranging from 5 to 8 '/z inches. Atypical <br /> residential street has a bituminous thickness of about 3 '/z inches. The <br /> Engineer reported that patching that occurred on Iona Lane was surface <br /> patching. The Engineer also noted that there are drainage problems with <br /> the street as it does not have a consistent crown. Given these factors, as <br /> well as the fact that Iona bane is a rural section roadway without concrete <br /> curb and gutter, a full reconstruction was proposed. The Engineer <br /> indicated that a mill and overlay of Iona Lane would not address the issues <br /> with the street. <br /> The Engineer then compared the cost to property owners for a mill and <br /> overlay versus full reconstruction. He noted that the Assessment Policy <br /> calls for property owners to pay the full cost of a mill and overlay of a <br /> rural section road. The resulting assessment to Iona Lane property owners <br /> would be approximately $5,000 per lot. While a reconstruction is more <br /> expensive, the City pays approximately 70% of the cost and property <br /> owners are assessed the remainder. Therefore, the cost to Iona Lane <br /> property owners for a full reconstruction would be approximately $6,000 <br /> per lot. <br /> Blesener noted the assessment policy modifications that are being made <br /> given the favorable bids the City received. The City Administrator <br /> reported that due to bids being 20% to 25% below the Engineer's estimate, <br /> the City Council agreed to reduce the maximum footage per lot from 125 <br /> feet to 100 feet. This is a benefit to the Iona Lane property owners given <br /> the average width of the lots on that street is 130 feet. Montour also noted <br /> that the per front foot cap was held in 2009 to the 2008 level; therefore the <br /> annual increase in the cap is a year behind. <br /> 3 <br /> <br />
