Keis asked if Canadian Days has researched the issue, <br /> or if this was j ust a shot in the dark proposal. <br /> Dotty Norgard, Canadian Days Gambling Manager, indicated that these <br /> gambling venues are more typical in out state areas than the metro area. <br /> Lawful gambling in the metro is, for the most part, at on-sale liquor <br /> establishments. Norgard reported that Canadian Days gambling revenue <br /> has declined in recent years given the economy and the smoking ban in <br /> bars. As a result, Canadian Days has had to cut expenses, and these cuts <br /> will have an impact on the Canadian Days Celebration. Norgard reported <br /> that Canadian Days is looking to increase profits and minimize cuts. <br /> Both Blesener and Keis stated that they were not huge fans of lawful <br /> gambling. Boss also expressed some hesitation. It was reported that <br /> McGraw would support the expansion of lawful gambling into gas <br /> stations/convenience stores as along as it was limited to local <br /> organizations. <br /> Norgard pointed out that State lottery tickets and scratch-offs are already <br /> being sold from gas station/convenience stores. Those profits go to <br /> benefit State organizations. The sale ofpull-tabs and/or tip boards in these <br /> locations would benefit local organizations and the City. Norgard also <br /> reported that the other two local organizations that conduct lawful <br /> gambling are supportive of this request. Norgard felt the 6-month trial <br /> basis was a good idea. She reported that the location that Canadian Days <br /> is in discussions with is Gas N Go, and the ownership is excited to try it. <br /> Keis again noted that he has some concerns about potential problems with <br /> having lawful gambling at gas stations/convenience stores. Boss agreed <br /> there are concerns, but also pointed out that it provides a venue other than <br /> anon-sale liquor establishment. <br /> Mr. Blesener introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2010-9-106 -DECLARING THAT THE CITY <br /> COUNCIL WILL CONSIDER ALLOWING LAWFUL GAMBLING ON <br /> A SIX-MONTH TRIAL BASIS AT ONE GAS <br /> STATION/CONVENIENCE STORE FOR A LOCAL NON-PROFIT <br /> ORGANIZATION SUBJECT TO ANY INPUT/COMMENTS FROM <br /> THE MN GAMBLING CONTROL BOARD, AND WITH <br /> CONSIDERATIONATTRE END OF THE SIX-MONTH TRIAL <br /> BASIS AS TO PROFITABILITY, PROBLEMS, OR ISSUES <br /> RELATED TO LAWFUL GAMBLING FROM THIS LOCATION <br /> ll <br /> <br />
