<br /> MINUTES <br /> CITY COUNCIL <br /> <br /> APRIL 28, 2010 <br /> REZONING Bleseuer opened the Public Hearing to consider the Rezoning to Planned <br /> <br /> TO PUD, Unit Development, PUD Permit for outdoor display area, and PUD Permit <br /> PUD PERMITS- for temporary outdoor storage at 121 East County Road C, Poolside. It <br /> .121 EAST was noted that the City Planner and the Planning Commission have <br /> COUNTY recommended approval with a number of conditions. <br /> ROAD C - <br /> POOLSIDE The City Planner reported that Poolside would like an allowance for <br /> outdoor storage on their property, and noted that there has been some <br /> outdoor storage on the site for a number of years. Poolside's long-term <br /> plan would be to build a new building on the property to accommodate <br /> their storage and production needs. However, until that building can be <br /> constructed, Poolside would like approval for an outdoor storage area. <br /> The Planner also noted that Poolside already has a Conditional Use Permit <br /> for their outdoor display area which consists of a pool, spa, etc. display. <br /> "the Planner reported that the Poolside property is zoned General Business <br /> District, B-3. Outdoor storage is not allowed in the B-3 District. <br /> Therefore, the proposal is to rezone the property to Planned Unit <br /> Development (PiJD), and process a PUD Permit for temporary outdoor <br /> storage and a PUD Permit for the outdoor display area. The Planner <br /> indicated that a PUD would be created for this property which makes <br /> specific allowa<rces for use and creates performance standards. One such <br /> condition would be that the outdoor storage is temporary in nature. The <br /> Planner referred to the draft ordinance which would create PUD District C <br /> for the Poolside property. The Planner noted that the ordinance provides <br /> for temporary outdoor storage for three years, but the Planning <br /> Commission recommended that the temporary outdoor storage be allowed <br /> through the end of 2011. The Planner also discussed the recommended <br /> standards relative to screening and surfacing of the outdoor storage area <br /> and that the Planning Commission recommended surfacing with Class V <br /> materials, and fence modifications with no landscaping requirements. The <br /> Planner also noted that the rezoning of this property is part of a companion <br /> proposal to rezone the general area to PUD District. <br /> Bleseuer noted that the Planning Commission recommended that the <br /> outdoa• storage area be defined and surfaoed with Class V, that fencing be <br /> repaired and modified so that it could not be seen through, no outdoor <br /> storage above the fence height, maintenance of the area on the outer side <br /> of the fence by Poolside, and that the temporary outdoor storage must <br /> cease by the end of 2011. <br /> .lim Gregor, Australian Avenue, asked if the outdoor storage area would <br /> be visible from County Road C.
