M1NUT)JS
CITY COUNCIL

APRIL 28, 2010
side, thus screening view from County Road C. "fhe storage area will be
open to the east into the Poolside property.
David Dorn, 2739 Jackson Street, reported that Poolside has
replacedh•epaired part of the wooden fence, but not The entire fence
section. Dorn stated that it was his understanding that fence
improvements would be made to the entire length of the wooden fence,
not just the section adjacent to the outdoor storage. Those improvements
would include moving the slats closer together so that they carmot be seen
through. Dorn also indicated that in clearing the outdoor storage area,
Poolside pushed dirt piles and overgrowth into the area adjacent to the
chain-link fence. Dom asked that that area he cleaned up and seeded over.
Dorn noted the discussion at the Planning Commission meeting relative to
landscaping outside the fence. Dorn stated that he felt that expense was
unnecessary provided that the fence be improved so that it cannot be seen
through. Dorn also noted that the Planning Commission recommended
that the outdoor storage az•ea be defined to prevent it from growing.
Blesener reviewed Council Member McGraw's comments that he did not
want to see outdoor storage expanded in the City. McGraw indicated,
however, that he would support a temporary outdoor permit for the short-
term.
The Planner reported that the outdoor storage area was defined at the
Planning Commission as 16 feet by 40 feet. The Planner indicated that his
office recommended that the area be paved so that it is better defined,
however, the Planning Commission was willing to allow Class V
surfacing. The Planner also indicated that the applicant said that the area
adjacent to the chain-link fence would be leveled and seeded.
Blesener stated that he could understand the Pla~ming Commission's
reasoning for allowing Class V given the temporary nature of the outdoor
storage. Boss asked if the intention was that the entire wood fence should
be improved and slats changed so that the fence cannot be seen through.
"the Planner indicated that the wooden fence was to be repaired and
straightened, or replaced, and that the fence was to provide a solid screen.
The City Clerk noted that the chain-link fence was to remain as chain-link.
Dorn agreed that the chain link was to remain, but again noted that the
area adjacent to the chain link fence needs to be leveled and seeded. Dorn
reported that over the years Mr. Anderson from Poolside has indicated that
various things would be done, but has not followed through. Dorn
reported that at the Planning Commission he indicated his feeling that
landscaping outside the wooden fence was not necessary as Mr. Anderson
would have to move the fence 3 to 4 feet back and incur the expense of
6
