"the City Administrator <br /> indicated that he would have that discussion with US Bank and report <br /> back to the Council. <br /> Mr. Blesener introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2010-5-122 -AUTHORIZING CITY STAFF TO <br /> WORK WITH US BANK TO ALLOW THE CONSTR UCTION OF <br /> SIDEWALK ALONG RICE STREET ADJACENT TO THEIR <br /> PROPERTYAS WELL ASAUTHORIZING CITYSTAFF TO OBTAIN <br /> PRICING FOR THIS WORK <br /> The foregoing resolution was duly seconded by Montour. <br /> Ayes (4). <br /> Nays (0). Resolution declared adopted. <br /> ELECTRIC The City Administrator noted that given the State budget crisis and its <br /> FRANCHISE cutbacks in State Aids to the City, the Council has been discussing an <br /> FEE increase in its franchise fee on electric. The Administrator noted that this <br /> INCREASE fee was implemented by the City in 2003 to offset $200,000 in cuts by the <br /> State in Local Government Aid (LGA) and Market Value Homestead <br /> Credit (MVHC). He also noted that electric franchise fees can be <br /> implemented by cities given the use of city rights-of'--way to deliver <br /> electric services. <br /> The Administrator noted that after the 2003 cuts in LGA and MVHC <br /> stabilized, the City began directing fianchise fee revenue to the <br /> Infrastructure Fund to support its street replacement program. This is also <br /> an allowed use of this revenue given the electric utility's reliance on street <br /> rights-of--way. He noted that the State has cut $102,000 in LGA and <br /> MVHC for 2010 in addition to the $200,000 we already absorbed in our <br /> budget process, and there is the potential for additional cuts. In addition to <br /> helping to absorb these cuts, the revenue from the fianchise fee can help <br /> defray City costs in burying powerlines as part of the Rice StreeUHighway <br /> 36 bridge replacement project. The Administrator noted that as the <br /> improvement of Rice Street moves toward Little Canada Road, there will <br /> be additional costs for burying powerlines. <br /> The City Administrator reviewed the proposed increases by customer <br /> classification, and indicated that it is estimated that an additional $102,000 <br /> will be raised through this increase.
