MINUTES CITY COUNCIL MAY 12, 2010 Council with two draft ordinances relative to the increase and recommended adoption. Mr. Montour introduced the following resolution and moved its adoption: RESOLUTION NO. 2010-5-123 -ADOPTING ORDINANCE NO. 692 AN ORDINANCE AMENDING APPENDIX `A', ELECTRIC FRANCHISE ORDINANCE RELATIVE TO FRANCHISE FEES The foregoing resolution was duly seconded by Boss. Ayes (4). Nays (0). Resolution declared adopted. Mr. Montour introduced the following resolution and moved its adoption: RESOL UTION NO. 2010-5-124 -ADOPTING ORDINANCE NO. 693 AN ORDINANCE AMENDING APPENCIX `C', ELECTRIC FRANCHISE FEE SCHEDULE The foregoing resolution was duly seconded by Blesener. Ayes (4). Nays (0). Resolution declared adopted. ENVIRON- The City Administrator reported that in completing the purchase of the MENTAL Roseville Plumbing property, he is recommending that the City do soil TESTING - testing of the site. The Administrator reported that he is not ROSEVILLE recommending a Phase I study given that there was no development of PLUMBING the site prior to 1970 and the City has checked the PCA records. The PROPERTY Administrator indicated that the soil borings would be done in the areas of the existing tanks, and tanks which have been removed. There will be additional borings done on the hillside to make sure that this was not a dump site. The borings will also be helpful from a geotechnical standpoint for future design of a building. A total often borings are proposed. The City Administrator estimated the cost at $6,500, but cautioned that there could be some other factors that impact the price. Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 2010-5-125 -AUTHORIZING ENVIRONMENTAL TESTING AT 167 SOUTH OWASSO BOULEVARD EAST AS RECOMMENDED BY THE CITY ADMINISTRATOR RELATIVE TO THE CITY'S POTENTIAL PURCHASE OF THIS PROPERTY 7
