MINUTES
CITY COUNCIL

JUNE 9, 2010
to occur) and to pets that may frequently drink the lake water. It is the
Watershed's feeling that the algae problem is the result of drought
conditions and that once rainfall levels return to normal, the algae will be
4lushed from the lake. Treating the algae can cause the toxins to be
released, thus it is better to allow the natural flushing of the algae. The
Administrator reported that information on the algae was included in the
last issue of the newsletter. However, given more information on the toxin
situation, information will be mailed to the abutting property owners. A
sign will also be posted at the most likely point that the general public
would access the lake.
PUBLIC The Public Works Superintendent reported that in removing the Public
WORKS Works fuel tank and pump, it was discovered that there was fuel in the
FUEL soil at the fuel pump location. "~fherefore, at some point fuel must have
TANK leaked into the ground. As a result, a Limited Site Inspection must be
TESTING performed by a certif ed engineering firm. "the Superintendent reported
that the Department of Commerce has a Petro Fwrd that should pay for up
to 90% of these testing costs. The engineering firm selected would work
with the Department of Commerce to obtain this reimbursement.
"two quotes were obtained for the testing, one from Thatcher Engineering
in the amount of $6,693.50 and one from MTM Environrnenta] in the
amount of $8,475.35. These quotes are estimates and are dependent on
the conditions that might be discovered. The Superintendent felt that the
most likely outcome would be that the site be recommended for closure
and would be closed out with the PCA. "the worst case situation would be
that ground water contamination is discovered and a remedial
investigation would occur. The Superintendent was hopeful that the site
would be recommended for closure.
Mr. Keis introduced the following resolution and moved its adoption:
RESOLUTION NO. 2010-6-145 -AWARDING THE LOW QUOTE OF
THATCHER F_NGINEERING IN THEAMOUNT OF $6,693.50 FOR
PUBLIC WORKS FUEL TANK TESTING AS RECOMMENDED BY
THE PUBLIC WORKS SUPERINTENDENT
The foregoing resolution was duly seconded by Boss.
Ayes (4).
Nays (0). Resolution declared adopted.
x
