<br /> MINUTES <br /> CITY COUNCIL <br /> <br /> JULY la, 2010 <br /> NUISANCE The City Administrator reported that with the rise in vacant and foreclosed <br /> COllE properties, the City is faced with more and more nuisance violations and <br /> UPDATES the need for abatements. T'he current abatement process is somewhat lengthy <br /> and cumbersome, and the City Administrator recommended ainendments to the <br /> abatement process that would allow for quicker resolution of the violations. <br /> Council agreed and a formal ordinance amendment will be presented to the <br /> Council for action at an upcoming meeting. <br /> TALL C>I2ASS The City Administrator indicated that there are some properties with ditches <br /> along County Road D and );dgerton Street where tall grass in the ditches is not <br /> being cut. The Administrator asked if the Council wished to address this issue <br /> as a nuisance violation and pursue code enforcement. It was the consensus of <br /> the Council to not pursue this issue. <br /> The Council noted that there are some intersections in the City where bushes are <br /> overgrown thus impacting visibility for vehicular traffic. These include <br /> Arcade/Windrow, Arcade/LaBore, and Payne Avenue/County Road D. The <br /> City Administrator reported that Public Works would inspect the City and <br /> address these visibility issues. <br /> OUTDOOR The City Administrator indicated that staff is asking for some clarification on <br /> STORAGE a couple of outdoor storage issues. The first is the storage of smaller items on <br /> pallets rather than storage containers. The Administrator presented some <br /> pictures should the type of storage in question. The City Planner noted that any <br /> outdoor storage items larger than 3 feet by 3 feet can be stored directly on the <br /> ground without the use of a pallet. <br /> The consensus of the Council was that larger items should be stored on pallets or <br /> directly on the ground. Smaller items should be stored in an enclosed storage <br /> container. <br /> The next issue relates to Conditional Use Permits for outdoor storage and the <br /> fact that some of these permits have very specific wording. The Administrator <br /> indicated that staff s position is that Linder the new outdoor storage ordinance, if <br /> a CUP is issued for outdoor storage, the site would be allowed up to the <br /> maximum storage allowed regardless of the specific type or storage or use of <br /> containers. If the storage meets all applicable codes, the idea was to create <br /> flexibility in what was stored. The Administrator indicated that if that is the <br /> Council's intent, then staff will administer CUP's done after the code <br /> amendment as flexible regardless of the faot that the permit states specific <br /> 10 <br /> <br />
