MINUTES <br /> CITY COUNCIL <br /> <br /> JULY 14, 2010 <br /> The City Engineer then presented his second option which maintains some on- <br /> streetparking by widening the road surface from the Church to the skateboard <br /> park. <br /> The City Administrator reported that there could be a third option that would <br /> allow on-sri~eet parking on the north side of Little Canada Road iu the area of the <br /> Church, but not the south side. <br /> The City Administrator reported that he is also obtaining estimates for <br /> undergrounding utilities along Little Canada Road. <br /> 'T'he City Engineer reported that his streetscape plans also contemplate the <br /> addition of turn lanes on Edgerton Street at Little Canada Road. <br /> 'T'here was discussion of the impact to the Church in prohibiting parking on <br /> Little Canada Road, and the City Administrator and City Engineer were <br /> instructed to meet with the Church to discuss the concept plans. The Council <br /> also instructed the City Engineer to determine the Little Canada Road right-of <br /> way location so that the impact of this project can be accurately determined. <br /> There was discussion relative to sidewalk materials and width, with the <br /> consensus being a 6-foot concrete sidewalk Montour noted that the sidewalk <br /> was unnecessary in front of the gas station given existing sidewalk locations. <br /> The Council was also agreeable to the turn lanes proposed at Little Canada Road <br /> and Edgerton Street. <br /> COUNTY The City Administrator reported that the Rice Street/Highway 36 bridge <br /> ROAD B-2 project will be underway soon, and part of the project calls for Rice Street <br /> INTERSECTION improvements from County Road B to County Road B-2. Part of that <br /> IMPROVEMENTS improvement also calls for the reconfiguration of the Rice Street/Cowity Road <br /> B-2 intersection with the addition of turn-lanes, sidewalk, watermain, and <br /> streetscape improvements. <br /> The City Engineer presented a diagram showing the right-of--way that the City <br /> will have to work with given acquisition of the bakery property and the land <br /> swap agreement with Terrace Heights. The Engineer noted the limited right-of <br /> way left for landscaping north of the proposed sidewalk. Given it would be tight <br /> to install a berm in this area, the proposal is fora 3 to 4 foot high retaining wall. <br /> "1"here would be landscaping along the south side of the retaining wall, berming <br /> behind it sloped to the north with landscaping on top of the berm area. The top <br /> of the berm would be about 10 feet in width. <br /> Blesener asked the slope of the berming. The Engineer replied 4-to-1. Keis <br /> asked who would be responsible for maintenance. The Engineer replied that <br /> maintenance would be the City's responsibility. Estimated cost of the wall was <br /> 2 <br /> <br />
